The directors of 18 local railway bureaus are department-level cadres. The Railway Corporation is a ministerial-level unit, and its general manager is a ministerial-level cadre. 4. Research and analyze the railway safety situation and existing problems, propose measures to improve safety work and supervise their implementation.

5. Supervise the implementation of policies and measures to regulate the market order of railway transportation and engineering construction, supervise and inspect railway administratively licensed products and licensed enterprises, supervise the quality of railway transport services and railway enterprises' undertaking of public welfare transport tasks prescribed by the state situation, and supervise the bidding and tendering work for railway transportation equipment and engineering construction.

6. Responsible for working with local governments and relevant law enforcement departments, guiding and coordinating the work of relevant local railway departments, and establishing relevant information notification and supervision coordination mechanisms. Qinghai-Tibet Railway Company: It has jurisdiction over the three provinces and regions of Gansu, Qinghai and Tibet Autonomous Region, from the Haishiwan Station of the Lanqing Line in the east to the junction with Lanzhou Bureau, and in the west (south) to Lhasa, the capital of the Tibet Autonomous Region.

The Ministry of Transport coordinates the development of railways, highways, waterways, and civil aviation, and accelerates the construction of a comprehensive transportation system. Establish the National Railway Administration, which is managed by the Ministry of Transport and assumes other administrative responsibilities of the Ministry of Railways. It is responsible for formulating railway technical standards, supervising and managing railway safety production, transportation service quality and railway engineering quality, etc.

Establish China Railway Corporation to assume the corporate responsibilities of the Ministry of Railways, be responsible for unified dispatching and command of railway transportation, operate railway passenger and freight transportation business, undertake special transportation and special transportation tasks, be responsible for railway construction, and assume the main responsibility for railway safety production, etc.
