Seventeenth shall not be arranged or disguised arrangements for public security patrol members to participate in police activities such as handling cases. Security patrol members shall not be arranged to perform tasks beyond the scope of patrol duties such as demolition and charging.

Eighteenth public security patrol funds into the city, district two fiscal year budget. Scout's salary can be paid according to 1.2- 1.3 times of the minimum wage in the whole city last year. The required funds shall be borne by the municipal and district governments 50% each. Nineteenth districts must strictly verify and truthfully report the number of security patrol members.
