Article 3 These Measures apply to the production, transportation, use, supervision and management of ready-mixed concrete within the administrative area of ??this city. Article 4 The municipal construction administrative department is responsible for the supervision and management of the production and use of ready-mixed concrete in this city, and is directly responsible for the administrative areas of Wuhua District, Panlong District, Guandu District, Xishan District and Chenggong New District, Kunming National High-tech Supervision and management of the production and use of ready-mixed concrete in the Industrial Development Zone, Kunming Dianchi National Tourism Resort, and Kunming National Economic and Technological Development Zone (hereinafter referred to as the three development (resort) zones); and other counties (cities) and districts Business guidance.

The construction administrative departments of other counties (cities) and districts are responsible for the supervision and management of ready-mixed concrete within their own administrative regions.

Article 5 Construction and relevant administrative departments should encourage ready-mixed concrete production enterprises to adopt advanced production equipment and production processes, develop towards high-quality products and large-scale production, promote comprehensive utilization of resources, save energy, and extensively use industrial solid waste in the production process. and energy-saving building materials.

For ready-mixed concrete production enterprises that have made outstanding contributions in technological progress, energy conservation, use of industrial solid waste, and energy-saving building materials, the construction administrative department will give commendations and special financial support. Article 6 Within the administrative area of ??this city, construction projects with a one-time concrete pouring volume of more than 6 cubic meters shall use ready-mixed concrete in accordance with the following regulations, and on-site self-mixing is prohibited:

(1) Since 2010 Starting from March 1, construction in the city’s main city planning area (including three development (resort) areas), Chenggong New District planning area, Anning city planning area, Dongchuan District and Shilin County built-up areas, as well as Shilin Scenic Area Projects;

(2) Since July 1, 2010, construction projects within the planning areas of counties (cities), districts, and towns. Article 7 For construction projects that are required to use ready-mixed concrete in accordance with Article 6 of these Measures, if one of the following circumstances occurs, the concrete may be mixed at the construction site by oneself, and a record shall be filed with the construction administrative department before construction:

(1) Due to road traffic reasons, the special vehicles transporting ready-mixed concrete cannot reach the construction site;

(2) Due to the special needs of the construction project, the ready-mixed concrete production enterprise cannot produce;

Those who mix concrete by themselves at the construction site must take effective safety protection, dust prevention, sound insulation and wastewater discharge measures in accordance with national standards and relevant environmental protection regulations. Article 8 For construction projects that should use ready-mixed concrete in accordance with Article 6 of these Measures, the construction unit shall include the requirements for the use of ready-mixed concrete in the construction bidding documents and construction contracting contracts.

The construction unit shall commit to the construction administrative department to use ready-mixed concrete. Article 9 Ready-mixed concrete production enterprises shall obtain the qualification certificate issued by the construction administrative department in accordance with relevant regulations, and organize the production and sales of ready-mixed concrete within the scope of qualifications.

Ready-mixed concrete production enterprises that have not obtained a qualification certificate are not allowed to produce and sell ready-mixed concrete.

Article 10 When a ready-mixed concrete production enterprise establishes a mixing station (factory), it shall comply with national, provincial and municipal regulations on resource conservation, clean production, safe and civilized production, and ensure that the mixing station (factory) site is fully hardened, greening meets standards, and the configuration Corresponding sewage treatment, dust removal, noise reduction, sand and gravel separation and other facilities should be reported to the municipal construction administrative department for filing. Article 11 Ready-mixed concrete production enterprises shall comply with the following regulations during the production process:

(1) Strictly implement relevant national and provincial standards, norms and procedures, and establish a complete quality and safety assurance system and operation mechanism ;

(2) Use qualified building materials, conduct sampling, storage, inspection and acceptance of raw materials entering the factory in accordance with the requirements of relevant technical standards, and archive the inspection and acceptance data for future reference;

(3) It is prohibited to use sand and gravel excavated in the Dianchi Lake Basin and other key areas;

(4) Other provisions of laws, regulations, rules and relevant technical standards. Article 12 The following regulations shall be observed during the use of ready-mixed concrete:

(1) The construction unit or construction unit shall purchase ready-mixed concrete from a production enterprise with corresponding qualifications;
