Why do the subtitles of Taiwanese and Hong Kong dramas use traditional Chinese characters?

Chinese mainland began to use simplified characters in 1956. Before that, all people in China used traditional Chinese characters.

However, traditional Chinese characters continue to be used outside the mainland, so not only the subtitles of Taiwanese dramas and Hong Kong dramas use traditional Chinese characters, but they have always been used.
