Notice on Hainan 202 1 Rural Order-Oriented Admission of Free Medical Students

In order to do a good job in the enrollment and training of rural order-oriented free medical students in 20021year, according to the notice of the general office of the Ministry of Education on doing a good job in the enrollment and training of rural order-oriented free undergraduate medical students in the central and western regions in 20021year and the Hainan Provincial Health and Health Commission? "Notice of Hainan Provincial Department of Education on the Allocation of the Number of Students Enrolled in the National Rural Order-Oriented Medical Students Free Training Program in 20021year" (Joan Wei Science and Education Letter [20021] No.38), combined with the actual situation in our province, the relevant matters are hereby notified as follows:

I. Enrollment Plan

In 20021year, Hainan Medical College was supported by the central finance and Hainan provincial finance to train free medical students 174 for township hospitals, including 47 undergraduates 147 and 27 specialists. Undergraduate enrollment majors are clinical medicine and traditional Chinese medicine, with a five-year academic system; The specialty of college enrollment is clinical medicine, and the academic system is three years. Second, the application conditions

Candidates applying for Hainan Medical College's 202 1 rural order-oriented free medical student training program must meet the following conditions:

(a) in line with the 20021year of our province's general college entrance examination registration conditions, in which candidates applying for undergraduate medical students must meet the conditions that the general college entrance examination is not restricted by batches.

(2) I and my legal guardian have permanent residence in the rural areas of the targeted training cities, counties and counties in our province, and my household registration has been in the local area for three consecutive years (calculated forward as August 3 1).

The rural areas where free medical students are enrolled are: rural areas, rural central areas, towns and rural areas, towns, urban-rural areas and special areas (that is, all areas except the main urban areas of prefecture-level cities, county-level cities and county chengguan town neighborhood committees).

(3) The subjects selected for the candidates' high school academic level must meet the requirements for free medical students' enrollment. The compulsory elective course for clinical medicine major is "Physics | Chemistry (candidates must take the exam before taking the exam)", and the compulsory elective course for Chinese medicine major is "Chemistry (candidates must take the exam before taking the exam)".

(four) candidates who apply for undergraduate medical students, the college entrance examination scores must reach the minimum control score of undergraduate general files in our province; Candidates applying for the medical college entrance examination must reach the minimum control score of ordinary classes in higher vocational colleges (colleges) in our province.

Third, the qualification examination method

Candidates who are willing to apply for Hainan Medical College's 20021Rural Order-Oriented Free Medical Students must submit the Hainan Medical College's 20021Rural Order-Oriented Free Medical Students Qualification Examination Form (see Annex 2) to the city and county admissions offices before June 15, and the city and county admissions offices will review and confirm according to the results of the household registration and student status review of rural areas and candidates defined in the document. Before June 18, the city and county admissions offices should complete the examination and confirmation work and publicize the list of candidates who meet the requirements for entering the examination. Before June 23rd, a list of qualified candidates (see Annex 3) will be compiled and submitted to the Provincial Examinations Bureau.

Fourth, volunteer to fill in the report.

Directional free undergraduate medical students fill in their volunteers in advance in our province. Candidates who meet the requirements for the application of directional free undergraduate medical students after examination can fill in the volunteers of the professional groups of colleges and universities that implement the directional free undergraduate medical student plan in the six professional groups set in advance, or choose to fill in the volunteers of other professional groups in advance according to their own wishes. The time for directional free medical students to fill in their volunteers is the same as that of higher vocational colleges (specialties) in our province. Candidates who meet the requirements for the application of directional free medical students after examination can either fill in the volunteers of the professional groups of colleges and universities that implement the directional free medical student program in the six professional groups set up in advance in higher vocational colleges (specialties), or choose to fill in the volunteers of other professional groups in advance in higher vocational colleges (specialties) according to their wishes. Verb (abbreviation for verb) registration and admission

The admission of directional free undergraduate medical students is arranged in the pre-undergraduate period, and the gradient voluntary admission mode is implemented together with other universities admitted in the pre-undergraduate period. According to the source range of candidates and the volunteer order of candidates, the Provincial Examinations Bureau files for schools according to the ratio of enrollment plan 1: 1.2 and the results of college entrance examination from high to low, and schools choose the best candidates. Insufficient students, did not complete the enrollment plan, from the province's rural candidates to collect volunteers. The vacancy plan is replenished from high score to low score according to the gradient voluntary admission mode.

Higher vocational colleges (specialties) arrange the admission of directional free medical students in advance, and implement the admission mode of parallel volunteer. According to the scope of candidates' students and candidates' wishes, the Provincial Examinations Bureau files for the school according to the proportion of enrollment plan 1: 1, and the school selects the best candidates. If there are insufficient students and the enrollment plan has not been completed, the volunteers of rural candidates in the province will be collected. Vacancies are planned to be supplemented to schools according to the admission model of parallel volunteer.

Directional free medical students must sign an agreement on directional training and employment with the health administrative department of the city and county where the training colleges and universities are located and the administrative department of human resources and social security before obtaining the admission notice. After graduation, the students will work in the township health centers of the corresponding cities and counties for more than 6 years according to the agreement (undergraduate medical students include residents for 3 years and specialist medical students include assistant general practitioners for 2 years). Directional free medical students' household registration remains in the original household registration location during their study in school, and they can move into the targeted employment location according to relevant regulations after graduation.

Work requirements of intransitive verbs

(1) Strengthen enrollment publicity. The education bureaus of cities and counties should strengthen the propaganda work on the enrollment of directional free medical students in our province, go deep into the front line, publicize the purpose and significance of directional free medical students to students, parents and the society, publicize the exemption of tuition and accommodation fees and subsidized living expenses for directional free medical students during their study in school, mobilize students who meet the registration conditions, and ensure the completion of the enrollment plan after graduation.

(2) Strictly examine the qualifications of candidates. All relevant cities and counties should strengthen the organization and leadership of qualification examination, and the education department should actively cooperate with the public security department to establish a joint examination mechanism for candidates' registration qualifications, implement the working system of "who is in charge, who examines, who confirms and who is responsible", improve the publicity system for candidates' qualifications, prevent qualification fraud, and ensure the authenticity and credibility of candidates' household registration and school status. Candidates who falsify false materials to defraud the examination and admission qualifications will be resolutely disqualified once they are discovered. Those who neglect their duties or participate in fraud will be dealt with seriously according to the party discipline and discipline, and those who constitute a crime will be investigated for criminal responsibility by the judicial department.
