Legal analysis: Public rental housing refers to the affordable housing provided by the state with policy support and limited construction standards and rent levels, which is rented to families with housing difficulties with lower-middle income in cities and towns, newly employed workers without housing and migrant workers with stable employment in cities and towns. Public rental housing is not owned by individuals, but by the government or institutions. Rent it to new employees at a price lower than the market price or affordable by the lessee, including some newly graduated college students, as well as some retirees and disabled people. There are also some groups who have migrated from other places to work in cities.

The object of public rental housing security is the household registration in the urban area of this city (including Zhengzhou Economic Development Zone, Zhengzhou High-tech Zone, Zhengdong New District and Chengwu District) and the families with lower-middle income and housing difficulties in the non-urban area of Zhengzhou City.

Requirements for Zhengzhou to apply for public rental housing:

(a) urban housing difficulties families meet the following conditions at the same time

1. Have obtained urban household registration in this city for more than 3 years.

2. There is no self-owned property in this city, and there is no rented public house.

3. The per capita monthly income of the family is 6 times lower than the minimum living standard of this Municipality (inclusive).

4 other conditions stipulated by the municipal government.

(two) non-urban housing difficulties families meet the following conditions at the same time

1. Hold Zhengzhou residence permit.

2. Normal payment of endowment insurance in Zhengzhou City, accumulated for more than 24 months in three years.

3. There is no self-owned property in this city (except the property where the household registration is located), and there is no rented public house.

4. The per capita monthly income of the family is 6 times lower than the minimum living standard of this Municipality (inclusive).

Legal basis: Article 7 of the Measures for the Administration of Leased Houses in the State Council, People's Republic of China (PRC). To apply for renting houses in the State Council, the following conditions shall be met:

(a) there is no room in the local area or the housing area is lower than the prescribed standard;

(two) the income and property are lower than the prescribed standards;

(3) If the applicant is a migrant worker, he has been employed stably in the local area for a specified number of years.

The specific conditions shall be determined by the housing security department of the municipality directly under the central government and the people's governments at the city and county levels according to the actual situation in the region, and shall be implemented and announced to the public after being approved by the people's governments at the corresponding levels.

Article 8 An applicant shall submit application materials in accordance with the provisions of the housing security department of the people's government at the city or county level, and be responsible for the authenticity of the application materials. The applicant shall agree in writing to the competent department of housing security of the people's government at the city or county level to verify the application information.

If the application materials submitted by the applicant are complete, the housing security department of the people's government at the city or county level shall accept it and issue a written certificate to the applicant; If the application materials are incomplete, the applicant shall be informed in writing of the materials that need to be supplemented at one time.

In development zones and parks, employers may, on behalf of their employees, apply for the centralized construction of public rental housing for employers or employees in parks.

Ninth city and county people's government housing security departments shall, jointly with relevant departments, review the application materials submitted by the applicant.

After examination, the applicants who meet the application conditions shall be publicized. After publicity, if there is no objection or the objection is not established, it will be registered as the waiting object of public rental housing and publicized; If it does not meet the application conditions, it shall notify the applicant in writing and explain the reasons.

If the applicant disagrees with the audit results, he may apply to the housing security department of the people's government at the city or county level for review. The housing security department of the people's government at the city or county level shall, jointly with relevant departments, conduct a review, and inform the applicant of the review results in writing within 15 working days.
