1. Recruitment scope and objects

1. Personnel with a bachelor's degree (junior college or above for primary schools and kindergartens) and a teacher qualification certificate.

2. Schools affiliated with the Municipal Education Bureau recruit college graduates (referring to fresh graduates in 2008 and past students who have not been formally employed within two years of graduation, the same below). All applicants must take the exam, two-way selection, competition for employment, and merit-based recruitment.

2. Basic requirements for application

1. College graduates: To apply for the middle school teacher examination must have a bachelor's degree or above, and obtain the national computer level two (or the new provincial level one), college English certificate level four (English majors must have English major certificate level four or above, music, sports and art majors) Foreign language requirements are appropriately relaxed). Applicants for primary schools and kindergartens must have a college degree or above.

2. All applicants must obtain corresponding teaching qualifications; abide by laws and regulations, have good conduct, and be in good health; and meet other conditions stipulated in the recruitment position.

3. Recruitment methods and procedures

1. Proposed demand: Before December 20, 2007, the bureau-affiliated schools shall fill in the "2008 Teacher Demand Forecast Form for Units Directly Affiliated to the Changzhou Municipal Education Bureau" (see Attachment 1, in duplicate) based on employment needs and structural proportions within the staffing limit. Report to the Human Resources Department of the Municipal Education Bureau for review and filing.

2. Announcement: Before December 30, 2007, the Municipal Education Bureau will issue a recruitment announcement to the public.

3. Recruitment registration:

Registration is from January 2 to 8, 2008 (see the recruitment announcement for specific requirements).

4. Unified written examination:

(1) College graduates who apply for ordinary primary and secondary school teachers will take a unified written examination on January 26, 2008. (3) Procedures and requirements:

③Qualification review. Each employer is responsible for reviewing the registration qualifications, mainly reviewing whether the applicant has passed the written examination of the Municipal Education Bureau and whether the corresponding certificates are complete.

More than 3 members of the assessment team (one of whom is a key teacher from another school) will conduct interviews with the candidates to be hired, and conduct a comprehensive assessment of their comprehensive qualities in teaching professional thoughts, professional abilities, etc., based on the overall characteristics of the candidates being assessed. Fill in the interview assessment opinions (Appendix 5) regarding qualities and personality characteristics and sign.

⑥Group research. Each employer must summarize various materials such as qualification review, lecture evaluation, interview assessment, etc. and submit them to the principal's office meeting for discussion to determine the candidates to be hired. The collective research status should be recorded for future reference.

⑦Notice and submit for approval. The Municipal Education Bureau and the Municipal Personnel Bureau will publish the list of candidates proposed by each employer on the above-mentioned relevant websites for 7 days. If the results of the announcement will not affect the employment, the employer is responsible for summarizing the materials in the order of ③~⑥ and filling in the " Approval Form for Proposed Personnel Open Recruitment in Public Recruitment of Public Institutions in Changzhou" (Appendix 6, in triplicate), and submit it to the Human Resources Department of the Municipal Education Bureau. The Human Resources Department will review and summarize the applications in accordance with regulations and then go to the Municipal Personnel Bureau to handle the relevant public recruitment approval procedures.

⑧ Sign an employment contract. Newly recruited personnel shall sign an employment contract with the employer. The method for signing the employment contract shall be in accordance with the requirements of the "Changzhou Interim Measures for the Implementation of Personnel Employment System in Public Institutions" (Chang Zheng Fa [2004] No. 250). Newly hired personnel (except those who are mobile within the system) will be entrusted with a one-year personnel agency. If the employer fails to pass the assessment at the end of the agency period, the employer will no longer hire him or her, and he or she will go to the Municipal Talent Service Center to handle the relevant procedures for personal personnel agency. If the assessment is basically passed, the agency period will be extended. If the person fails the assessment the following year, the employment relationship will be terminated; if the person passes the assessment, the employment relationship will be terminated. , transfer their personnel files to the employer.

4. Safeguard measures

1. Personnel engaged in recruitment work who have a husband-wife relationship, direct blood relationship, collateral blood relationship within three generations, or close marriage relationship with the person to be hired will be avoided.

2. Each unit must take the initiative to accept the business guidance of the education and personnel departments and the supervision of all sectors of society during the recruitment process.

3. Recruiters from all units should strictly observe work discipline and handle the situation impartially. For staff members who violate recruitment disciplines, the Municipal Education Bureau will impose corresponding disciplinary sanctions depending on the severity of the case.

4. For personnel disputes arising from open recruitment work, the personnel dispute mediation committee of each unit must do a good job in mediation. If the parties are dissatisfied with the mediation, they may apply to the Municipal Personnel Arbitration Commission for arbitration within 60 days from the date of the dispute.

5. Other matters needing attention

1. Graduates who have obtained a master's degree do not need to take part in the uniformly organized written examination. After registration, they can go directly to the employer to participate in two-way selection and competition for employment.

2. The academic qualifications of internship instructors in higher vocational schools can be relaxed to junior college or above, and junior college graduates from other places will not be hired.

3. Outstanding graduates (who have won two or more second-class professional scholarships, are among the top three school-level students, outstanding student cadres, and party members of the Communist Party of China) will be given priority in assessment and recruitment.

4. For graduates who have signed an employment agreement but have been admitted as graduate students or employed as national civil servants, each employer will fill in the candidates after the assessment and interview.

5. Before December 30, 2006, self-funded teachers hired by some schools with the approval of the Municipal Education Bureau are exempted from the written examination and can directly participate in the school assessment after registration.

6. The unfinished matters for recruiting college graduates and the requirements for recruiting in-service teachers are in accordance with the "Notice on Issuing the Implementation Opinions on Open Recruitment of Faculty and Staff in Schools Affiliated to the Changzhou Municipal Education Bureau (Trial)" (Changjiaofa [2005] No. 12, The spirit of the document No. 21 issued by Changren (2005) shall be implemented.

7. All types of personnel employed by each unit under the bureau must prepare their staff in August 2008, and wages will be paid by the municipal finance department in September.
