Legal analysis: Changsha's talent introduction policy is a series of talent policies aimed at Changsha's national overseas talent offshore innovation and entrepreneurship base and intelligent manufacturing returnee town, focusing on the Changsha area of the Free Trade Zone, including accelerating the introduction of high-level talents and overseas talents, actively reserving young talents, identifying innovative talents by classification, strengthening the incentive of talent introduction, strengthening the support of innovation and entrepreneurship, implementing the contribution incentive of talents (enterprises), improving human resources services, promoting the convenience of overseas talents' entry and exit, strengthening the work and living security of talents, and doing a good job in talent work.

Legal basis: These measures are formulated according to one of the provisions of Measures for the Development of Talent Gathering in Changsha Area of China (Hunan) Pilot Free Trade Zone issued by the General Office of Changsha Municipal Committee and the General Office of the Municipal Government, and according to Several Opinions of Hunan Provincial People's Government on Accelerating the High-quality Development of China (Hunan) Pilot Free Trade Zone and the Implementation Plan of Changsha Area of China (Hunan) Pilot Free Trade Zone. According to "Several Measures for the Development of Talent Gathering in Changsha Area of China (Hunan) Pilot Free Trade Zone" 2, these Measures are applicable to innovative and entrepreneurial talents and enterprises in Changsha Area of China (Hunan) Pilot Free Trade Zone (hereinafter referred to as "the Area"), in which overseas talents include foreign talents and returned overseas talents. Changsha National Overseas Talents Offshore Innovation and Entrepreneurship Base and Intelligent Manufacturing Returnee Town are implemented with reference.
