Legal basis: These measures are formulated according to one of the provisions of Measures for the Development of Talent Gathering in Changsha Area of China (Hunan) Pilot Free Trade Zone issued by the General Office of Changsha Municipal Committee and the General Office of the Municipal Government, and according to Several Opinions of Hunan Provincial People's Government on Accelerating the High-quality Development of China (Hunan) Pilot Free Trade Zone and the Implementation Plan of Changsha Area of China (Hunan) Pilot Free Trade Zone. According to "Several Measures for the Development of Talent Gathering in Changsha Area of China (Hunan) Pilot Free Trade Zone" 2, these Measures are applicable to innovative and entrepreneurial talents and enterprises in Changsha Area of China (Hunan) Pilot Free Trade Zone (hereinafter referred to as "the Area"), in which overseas talents include foreign talents and returned overseas talents.
