Today, we hold this symposium, mainly to deeply understand the development status and problems faced by private enterprises, especially the suggestions and opinions of the municipal party committee and municipal government in creating a good development environment and promoting the rapid development and great development of private enterprises. Just now, you talked about many good ideas, your strong desire for development and grand ideas, which made me very excited. During the discussion, Comrade Dong Yan also talked about many good ideas, which I very much agree with, especially some new business ideas and development directions, which can further broaden everyone's thinking. Second, you have made outstanding contributions to Chongqing's economic and social development. The private economy in our city has developed rapidly from scratch, from small to large. Last year, the added value of the city's private economy accounted for 5 1.8% of the regional GDP, which has exceeded? Half a country? The total investment accounts for 60% of the total investment of the whole society, the tax revenue accounts for 44.7% of the total tax revenue of the city, and the number of employees in non-public economic units in the city reaches 5.65 million. In this year's private enterprise recruitment week, more than 3,000 private enterprises in the city provided more than 90,000 jobs for the society. These achievements are directly related to the entrepreneurs present here today. These achievements are enough to prove that private enterprises have made outstanding contributions to solving the production and living problems of the people in the city and maintaining social stability. Private enterprises have become the effective force of economic growth in our city, the main channel to absorb labor employment, the main force to prosper urban and rural markets, and the driving force for market system and mechanism innovation.

Just now, you put forward many good opinions and suggestions on the anti-corruption and discipline inspection and supervision work in our city, which is a promotion and impetus to our work. I was very inspired by this. Here I would like to express my heartfelt thanks to all of you! On June 5438+09 last month, Comrade Wang Yang delivered an important speech in Hongyadong on supporting and protecting the development of private economy. It is the strategic choice of the municipal party committee and the municipal government to vigorously develop the private economy so as to promote the rapid economic development of our city. Today, I would like to inform you about the ideas and measures of the discipline inspection and supervision organs to serve the development of the private economy, hoping to help you.

First, update ideas and concepts, and earnestly enhance the consciousness of serving the development of private economy. In recent years, according to its own development needs, Wenzhou has vigorously supported the private economy, guided the masses to constantly innovate and improve, formulated the first national regulations on private enterprises and the first normative document on joint-stock cooperative system, and created a commendable Wenzhou model. Fundamentally speaking, the rapid economic development in the Pearl River Delta is due to the government's new ideas and quick actions in guiding the development of private enterprises, and it has seized the opportunity. Under the cultivation of a good atmosphere, a large number of well-known private enterprises with strong strength have emerged, which makes the regional economic development full of stamina.

For a long time, because our city is located in the western region, especially the private economy started late, there are many prejudices that are not conducive to the development of the private economy. Especially in some localities and departments, there is still no equal treatment, ownership discrimination and identity discrimination; One-sided emphasis on strengthening management and lack of conscious awareness of active service when performing government functions and responsibilities; In the implementation of relevant policies and regulations, there is a lack of overall concept centered on economic construction; There is a certain degree of abuse of management power in specific work, lacking the ability and skills to effectively manage private enterprises and provide quality services. This is the gap between us and developed regions, and it is also incompatible with the overall situation of national development at present. The current laws of the party and the state fully affirm the positive role of the non-public economy in China's economic development, and clearly emphasize that the non-public economy, including the private economy, is an important part of the socialist economy. The 16th National Congress of the Communist Party of China clearly pointed out that it is the basic economic system of our country that public ownership is the mainstay and multiple ownership economies develop together. We must unswervingly develop and expand the state-owned economy and unswervingly encourage, support and guide the development of the non-public economy. Since the promulgation of 1982, China's current constitution has undergone four revisions, each of which has given the non-public economy greater room for development. From recognizing individual economy to recognizing private economy, what is the basic policy for non-public economy? Guidance, supervision and management? Modify it to? Encourage, support and guide the development of the non-public economy, and supervise and manage the non-public economy according to law? . After joining the WTO, a new word? National treatment? This has become a basic principle generally recognized by China society. Since we can give national treatment to foreign enterprises, of course, we should justly give national treatment to China people's own enterprises.

As a discipline inspection and supervision organ that specializes in exercising the functions of inner-party and administrative supervision, it must firmly establish the concept of serving the development of private economy and actively protect, navigate and serve private enterprises. Vigorously promote to the whole city? Emancipate the mind? Taking the big discussion as an opportunity, we should further emancipate our minds, keep pace with the times, deeply understand the great significance of developing private economy, firmly establish the concept that developing private economy is also developing productive forces, and enhance our sense of responsibility and mission in serving the development of private economy. In the work, we should conscientiously perform the duties of discipline inspection and supervision, support and encourage the development of private economy in a clear-cut manner, actively cooperate with relevant functional departments to completely eliminate various obstacles that hinder the development of private economy, and strive to create institutional mechanisms, policy environment and strong atmosphere to accelerate the development of private economy, so as to provide a strong discipline guarantee for promoting the rapid development of private economy in our city.

Two, strengthen supervision and inspection, to provide a good service environment for the development of private economy.

In order to develop rapidly, China's private enterprises must focus on optimizing the policy environment, government environment and market environment, truly transfer the government's functions to economic regulation, market supervision, social management and public services, provide more services and less intervention, vigorously improve the management and service level, and provide efficient and high-quality services for the development of private economy. Although discipline inspection and supervision are not directly related to private enterprises, they should at least perform two functions. On the one hand, by strengthening supervision and inspection, we urge the relevant functional departments to implement the relevant policies of the central government, the municipal party Committee and the municipal government to develop and expand the private economy, so as to ensure a good and equal development environment for private enterprises; On the other hand, our discipline inspection and supervision organs should establish a benign interaction and information exchange mechanism with private enterprises, and always keep close contact with private enterprises to solve problems for the development of private economy. It should be noted that the central and local governments have formulated many good policies and measures for the development of the private economy. The duty of our discipline inspection and supervision organs is to ensure that these policies and measures are put in place to the letter, so that the flowers of policies can bear the fruits of development.

At present, first, we should strengthen supervision and inspection around the work of making government affairs public. Focus on checking whether government functional departments at all levels will implement the contents of government affairs disclosure to enterprises, including private enterprises, whether the work of government affairs disclosure adheres to seeking truth from facts, whether it faces the grassroots, the masses and enterprises, whether there is formalism, and whether it is superficial. If the key points are not prominent and the effect is not obvious during the inspection, measures should be taken in time to solve them; Those who engage in formalism and go through the motions should be criticized and educated and resolutely corrected; Those who resort to deceit and cause adverse effects should be severely punished and held accountable. The second is to strengthen supervision and inspection around the issue of administrative examination and approval. At present, one of the most important obstacles to the development of private economy in our city is the work style of some departments. Discipline inspection and supervision organs should intensify supervision and inspection, urge the staff of a few government organs to resolutely correct the behavior of abusing power for personal gain, competing with the people, eating inside and picking outside, and infringing on the interests of private enterprises, resolutely overcome formalism, effectively change the work style of organs, create a clean and honest political atmosphere, and establish an image of clean and efficient government officials. At the same time, the discipline inspection and supervision organs should also strive to change their work style and actively solve problems for private enterprises. We should take the initiative to strengthen contact with private enterprises and further smooth the reporting channels of private enterprises. It is necessary to regularly and irregularly send people to private enterprises to carry out research or hold symposiums to understand and master the actual situation and solve specific problems. In accordance with the requirements of discipline inspection and supervision functions, we should do all the work to support and encourage the development of private enterprises in depth, in detail and in practice.

Third, strictly enforce discipline and remove obstacles for the healthy development of the private economy.

Discipline inspection and supervision organs must take a clear-cut stand to investigate and deal with all kinds of violations of discipline and law that hinder the development of the private economy, support and encourage private enterprises to boldly start businesses, and safeguard their legitimate rights and interests. Resolutely investigate and deal with cases of violation of discipline and law involving private enterprises by government agencies, publicly handle representative cases, and expose them to the public through news media to promote the healthy development of the private economy.

We must resolutely investigate and deal with the problems that the relevant departments have orders and prohibitions and do their own thing; Law enforcement departments have problems of disobeying laws and abusing their powers; Administrative law enforcement departments use their powers to collect fees, impose fines, apportion fees, eat and get cards, and use their powers to force private enterprises to sell various products and commodities; Resolutely investigate and deal with violations of discipline and law such as misappropriating various government funds to support the development of the private economy and undermining production and operation. Actively cooperate with relevant functional departments, resolutely investigate and deal with violations of discipline and law such as counterfeiting registered trademarks, illegally manufacturing and selling registered trademarks, counterfeiting other people's patents, infringing trade secrets and other intellectual property rights, and effectively protect the legitimate rights and interests of private enterprises. Establish and improve a strict accountability system. Units and departments that illegally increase the burden on private enterprises shall be investigated for their * * * responsibilities according to law, and those who violate party discipline and discipline shall be investigated for their disciplinary responsibilities according to law. Clear the obstacles for private enterprises with strict discipline and ensure the healthy, rapid and vigorous development of private economy.

Taking this opportunity today, I would also like to exchange views with the representatives of private enterprises present here on the sustainable development of enterprises. I used to have a lot of contacts with many large enterprises in the national economic management department for a long time, and I often thought about and analyzed the success or failure of enterprises. The most enduring business family in China is undoubtedly the Rong family in Wuxi. From Rong Jingzong in the late Qing Dynasty to Rong Yiren and Rong Zhijian, he has been a famous rich man in China for more than 100 years. I think an important reason for their family's prosperity is that they always abide by it? Adults reach out by themselves? This sentence comes from the Analects of Confucius, which means that people can only achieve themselves if they achieve others. To express it in the present words is to establish? Win-win thinking, strengthening? Harmony? Realize. Rong family never wrote this sentence on the wall as an ancestral motto. They have been doing this for more than 100 years: Wuxi Rongxiang retains the primary school, middle school, library and Yizhuang built by the Rong family; 1954, Rong Yiren was the first among the Shanghai capitalists to propose that his enterprise should be public-private and accept socialist transformation. 1979, China international trust and investment company was established in the State Council, and Rong Yiren paid for it out of his own pocket100000 yuan; In 2003, when people were still worried about SARS, Rong Zhijian returned to Shanghai and donated100000 yuan. I'm talking about this today because some business owners don't have a high understanding of their social responsibilities, lack harmonious consciousness and win-win thinking, basically don't jump out of the concept of small boss in the original accumulation stage, do not consider the return to society, and do everything possible to reduce the treatment of workers, artificially causing contradictions between society and enterprises, employers and employees. According to relevant data, in recent years, labor disputes in China have reached 30%. Harmony can make money, and a contradictory enterprise will never make a big difference. Correctly handling the dependence between people, society and environment should be the fundamental difference between a respected entrepreneur and a mercenary business owner.

During this period, the drought in Chongqing was severe, and many enterprises donated money and materials to tide over the difficulties with the people of Chongqing and fulfilled their obligations, which fully reflected the harmonious symbiosis between enterprises and society. It is also very helpful to enhance the corporate image. Here, I also hope that everyone will pay more attention to the rights of employees in their own enterprises. At present, there are a large number of people waiting for employment, and the labor market is a buyer's market. However, if some business owners just want to take advantage of this situation to minimize the treatment of workers, then their realm of doing things is too low. People are the most active factor in productivity, and everyone has feelings. In general, others will treat you as you treat others. Therefore, the employees in your enterprise may be full of resentment and unwilling to work, or they may be full of energy and try their best, which depends to a great extent on you. I hope everyone regards employees as business partners and puts themselves in their shoes to consider salary, insurance, vacation, study and development. I believe that your efforts will be richly rewarded, and your enterprise will continue to develop harmoniously.

In addition, I would like to propose to all of you here and through you to private entrepreneurs in the city to correctly handle the relationship between operating according to law and opening up the market, and to establish and cherish the corporate image. The market is the foundation for the survival and development of enterprises, and opening up the market and expanding market share are the major problems that every entrepreneur must solve first. As China's market economy system is not perfect, market management and laws and regulations are not perfect, and the market order is not standardized, a few private entrepreneurs take illegal measures to participate in market competition in order to gain a larger market share, which intensifies the degree of market chaos, forms a vicious circle, and also affects the public's views on private entrepreneurs in China, ultimately damaging the interests of enterprises themselves. Market economy is a legal economy, and operating according to law and fair competition are both the inevitable requirements of market economy and the fundamental means to safeguard the interests of enterprises. We must rely on quality, variety, price, service and strength to win credibility and occupy the market. An enterprise operated by improper means may achieve temporary success, but it will never be built into a century-old shop. Our discipline inspection and supervision departments and cadres are willing to give full play to our advantages in understanding laws, regulations and policies and strive to make our contribution to creating a fair and just market competition environment.
