Notice of Boshan District People's Government on Prohibiting Fireworks and Firecrackers 2021-2022;

In order to further strengthen the safety management of fireworks and firecrackers, effectively protect public safety, personal safety and property safety, prevent and reduce the occurrence of fires, explosions and other accidents caused by fireworks and firecrackers to the maximum extent, and effectively prevent environmental pollution and noise pollution, according to the Law of People's Republic of China (PRC) on Prevention and Control of Air Pollution, the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Regulations on Safety Management of Fireworks and Firecrackers and the Regulations of Zibo Municipality on Prohibiting Fireworks and Firecrackers.

I. No-burning and No-emission Areas and Time

1. The restricted area of the whole area:

Fireworks and firecrackers are prohibited all day in the following areas of this city, north to Beishan Road, west to West Transit Road, south to South Transit Road, and east to Jaco Road-Longshan Road-East Outer Ring Road-Jingshan Middle Road-Wuling Road-Zhixin Road-Wenjiang Road-Shitanwu West Road.

2. Limited release area and time:

Restricted area: the area outside the restricted area in the whole area is the restricted area.

Time limit: Fireworks can be set off on Lunar New Year's Eve, the first day of the first month, the fifth day of the first month and the fifteenth day of the first month. Advocate less or no fireworks. The rest of the time is forbidden to detonate.

3. Places where fireworks and firecrackers are prohibited in Boshan District:

Around important material warehouses and important military facilities;

Safety protection zones for gas stations, liquefied gas depots, supply stations, oil depots, oil and gas pipelines and other places where inflammable and explosive materials are produced, managed and stored;

Safety protection zones for power transmission and transformation facilities such as high-voltage lines, substations and transformers;

Stations, expressway, tunnels, overpasses and railway line safety protection zones;

Institutions, schools, medical care, pension, child care institutions and other places;

Parks, shopping malls, supermarkets, professional markets, bazaars, theaters, parking lots, stadiums and other public places;

The roofs, corridors, aisles, balconies, windows, underground spaces and construction sites of multi-storey buildings;

Woodland, green space, nursery and other areas where fireworks and firecrackers are prohibited;

Funeral homes, cemeteries and other funeral places;

Cultural relics protection units and places for religious activities;

Management scope of large and medium-sized reservoirs;

Other places where fireworks and firecrackers are prohibited as stipulated by the District People's Government.

4. Specific prohibition time:

The following time, the region is prohibited from setting off fireworks, holding fireworks parties and other fireworks display activities:

During the emergency response period of heavy polluted weather issued by the Municipal People's Government;

During the senior high school entrance examination and college entrance examination;

National public holidays, mourning days, martyrs' memorial days, etc. ;

Other time stipulated by laws and regulations.

5. There are no fireworks and firecrackers in the forbidden area of the whole region, and the production and sale of fireworks and firecrackers are prohibited without permission.

2. The term "fireworks" as mentioned in this Notice refers to all kinds of fireworks, firecrackers, fireworks and other products that use gunpowder as raw materials and can produce smoke and sound.

Third, the district government and relevant functional departments and towns should incorporate the work of prohibiting and restricting the discharge of fireworks and firecrackers into grassroots social management, and strengthen organization and coordination, publicity and guidance, guidance and supervision. Public security, emergency management, market supervision, transportation, ecological environment, comprehensive law enforcement and other departments should strengthen supervision in accordance with the division of responsibilities, severely crack down on illegal production, management, transportation and storage of fireworks and firecrackers, and give administrative penalties for illegal sales and discharge of fireworks and firecrackers; If a crime is constituted, criminal responsibility shall be investigated according to law.

Four, all organs, organizations, enterprises and institutions, neighborhood committees, village committees and other organizations in this area should seriously cooperate with the fireworks and firecrackers.

Five, all units and individuals should consciously abide by the provisions of this notice, have the right to discourage, stop and report violations of this notice.

This notice shall come into force as of the date of promulgation and shall be valid until February 1 day, 2022.
