1. Who needs a DNA test?

If an applicant applies to settle in Hong Kong or Macao, but can't provide sufficient evidence to prove that he is related to his parents or children in Hong Kong or Macao, he shall conduct DNA paternity on the applicant and his declared parents or children in Hong Kong or Macao. Specifically, it includes the following groups:

(a) legitimate children born in the Mainland to Hong Kong permanent residents whose relationship is in doubt and their claimed parents;

(2) Illegitimate children born to Hong Kong permanent residents in the Mainland and their declared parents;

(three) residents of our province apply to settle in Hong Kong and Macao, and in any of the following circumstances, DNA testing shall be carried out to confirm the parent-child relationship:

(1) The children brought by the couples who apply to settle in Hong Kong and Macao cannot provide the original birth medical certificate, or the biological relationship with their parents cannot be confirmed through investigation;

(2) Mainland dependent children who apply to settle in Hong Kong and Macao and take refuge in Hong Kong and Macao with their parents are unable to provide the Birth Medical Certificate, or their biological relationship with their parents cannot be confirmed through investigation;

(3) Mainland elderly people who apply to settle in Hong Kong and Macao and take refuge in Hong Kong and Macao's children are unable to provide medical certificates of their children's birth, or their biological relationship with their children cannot be confirmed through investigation;

(4) The applicant who applies for the reunion of husband and wife in Hong Kong and Macao cannot provide the original legal marriage certificate or the medical certificate of the birth of the child, and the marriage time really needs to be determined by the birth time of the child (girl);

(five) mainland residents who apply to settle in Hong Kong and Macao to take care of their elderly and frail parents are unable to provide original materials to prove their biological relationship with their parents in Hong Kong and Macao, or their biological relationship with their children cannot be confirmed through investigation;

(6) The certification materials provided by the applicant have been examined by the exit-entry administration department of public security, and they are considered to be suspected of fraud;

(7) Other exit-entry administrative departments of public security deem it necessary to conduct DNA testing.

Second, the application procedures for DNA testing

(1) Submit a complete application form for DNA testing (filled in with a pen or signature pen, but not with a ballpoint pen, the style is attached), attach a recent one-inch bareheaded color photo of myself and my parents, and press the clear right index finger of the participants in DNA testing. According to the number of mainland applicants, each person fills in an application form. Consists of a child (female) and a parent, called triplet; If one parent has died, it is composed of a son (female) and a father (mother), which is called conjoined for short. Multiple children can also be tested with their parents.

Three. DNA testing acceptance and testing institutions

Accepting organ:

(1) Acceptance Section of Exit-Entry Administration Office of Provincial Public Security Department: responsible for accepting applications from cadres, workers and retirees in directly under the authority, enterprises and institutions who meet DNA paternity conditions;

(2) Acceptance Section (Unit) of the Exit and Entry Administration Department of Public Security of prefecture-level cities: responsible for accepting citizens with permanent residence in their respective jurisdictions to apply for DNA paternity qualification within the scope of authorization;

(3) Acceptance Group of Exit-Entry Administration Section (Unit) of Public Security Bureau (sub-bureau) of county and city (district): responsible for accepting citizens with permanent residence in their respective jurisdictions to apply for DNA paternity.

Testing organization:

(1) The Criminal Technology Center of the Provincial Public Security Department is responsible for the detection of DNA paternity in the province.

(2) The DNA testing of the children born in wedlock in our province and those born out of wedlock in the Mainland of Hong Kong permanent residents, who live in the Mainland, shall be conducted by the Criminal Technology Center of the Guangdong Provincial Public Security Bureau; Those living in Hong Kong shall be conducted by the laboratory of the Government of the Hong Kong Special Administrative Region.

Four. DNA testing program

(1) Blood samples were taken in the laboratory on the fifth floor of the outpatient department of Guangdong Provincial Public Security Bureau, and the outpatient department arranged for medical staff to take blood samples;

(2) The applicant and his/her claimed parents must hold the ID card, household registration book and birth certificate, and bear the expenses required by DNA paternity to draw blood;

(3) The Exit-Entry Administration Office of the Provincial Public Security Department and the Criminal Technology Center of the Provincial Public Security Department sent policemen to the blood drawing site for supervision. After checking the certificate held by the applicant with the photo, household registration book and identity information applied for DNA testing, the applicant and his claimed parents are required to add the right index finger to the DNA parent-child file form, which is signed by the supervisor, and the medical staff can take blood samples;

(4) Where the Criminal Technology Center of the Provincial Public Security Department and the laboratory of the Hong Kong SAR Government jointly conduct testing, they shall exchange testing data with each other and conduct independent analysis, comparison and extraction. If the identification results of both parties are inconsistent, it is necessary to reanalyze the test data.

(5) The exit-entry administrative department of public security shall inform the applicant of the test results within the working time limit, immediately announce the test results to the applicant, and inform the applicant that if he disagrees with the test results (mainly referring to non-parent-child relationship), he can re-accept, review and report, and then conduct the test again free of charge.
