Water fee income is the self-supporting fund of water conservancy project management unit, which is exempt from the key construction fund of energy and transportation and the budget adjustment fund. The water fee levied by the township (town) is based on the principle of saving water and is mainly used for the maintenance and conservation of water conservancy projects. It is managed by extra-budgetary funds, stored in special accounts and earmarked for special purposes, and can be carried forward year by year, but it shall not be used for expenditures other than water conservancy project management, and any other department shall not intercept or misappropriate it. Sixteenth, the scope of use of water charges:

(a) management personnel salary, supplementary salary, employee welfare, official expenses and housing repair, etc. ;

(two) annual repair, maintenance, greening, dredging, canal seepage control, flood control and engineering improvement, building and ancillary equipment maintenance. ;

(three) publicity, incentives, training, experimental research and other business expenses;

(4) Working capital required for comprehensive operation;

(5) Depreciation of fixed assets and major repair fund deposited according to regulations. The depreciation expense of fixed assets and the fund for major repairs are special funds and shall not be misappropriated.

When using, the management unit should prepare the project budget and report it to the higher water conservancy department for approval before using it.

After ensuring the above-mentioned necessary expenses, if there is any surplus, it can be managed by the water resources department at what level and within what management scope, and it can be used by subsidies or loans.
