Chapter 1 Acceptance

1. Acceptance Department

(1) Mainland residents must apply for passes and endorsements from the county or city (including the county where their permanent residence is located) The entry and exit administration departments of public security organs in regions, prefecture-level cities, and municipalities directly under the Central Government (the same below) accept applications. However, the following circumstances are excluded:

1. For those traveling to and from Hong Kong and Macao to engage in business activities, the application shall be accepted by the exit and entry administration department of the county or city public security bureau where the unit is located.

2. If you need to apply for an extension of visa after entering Hong Kong, the Shenzhen Entry-Exit Visa Office of the Guangdong Provincial Public Security Department (hereinafter referred to as the Shenzhen Visa Office) will accept the application. If you need to apply for an extension visa or a visa in Hong Kong after entering Macau, the Zhuhai Entry-Exit Visa Office of the Guangdong Provincial Department of Public Security (hereinafter referred to as the Zhuhai Visa Office) will accept the application.

3. For active military personnel, applications shall be accepted by the entry-exit management department of the county or municipal public security bureau where the military is stationed.

(2) For Chinese citizens who have settled abroad to apply for passes and "other" endorsements after coming to the mainland, the application will be accepted by the exit and entry administration department of the county or city public security bureau in the place of residence.

2. Application reasons and conditions

Persons who have one of the following circumstances and meet the corresponding conditions can apply for passes and endorsements:

(1) Visiting relatives . Mainland residents who have any of the following circumstances and need to travel to Hong Kong or Macao to visit relatives:

1. Relatives are permanent residents or non-permanent residents of Hong Kong or Macao.

For permanent residents in areas where individual travel to Hong Kong or Macao (hereinafter referred to as "individual travel") has been established, the relatives who can visit are: spouse, parents, and children.

For permanent residents in areas where "individual travel" is not available, relatives who can visit also include: (maternal) grandparents, (maternal) grandchildren, (brothers and sisters), uncles, uncles, aunts, Aunts, nieces and nephews (female).

Mainland residents who meet the above conditions, their spouses and children under the age of 16 can apply to travel to and from Hong Kong or Macau to visit relatives.

2. Relatives who are staff of the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong (Macau) Special Administrative Region, the Liaison Office of the Central People’s Government in the Hong Kong (Macau) Special Administrative Region, or personnel of the People’s Liberation Army stationed in the Hong Kong (Macau) Special Administrative Region .

(2) Business. Mainland residents who have one of the following circumstances and need to travel to Hong Kong or Macau for business:

1. Mainland residents who work for enterprises or other units in the Mainland and are sent by their units to Hong Kong or Macau to engage in business and other activities.

Enterprises refer to: various types of enterprises and their branches and permanent representative offices of foreign (regional) enterprises that are registered with the national industrial and commercial administration department and have independent legal person status.

Other units refer to: institutions registered with the national competent authorities and registered with the tax authorities; foreign (regional) news organizations in China; foreign (regional) embassies, consulates, and representative offices in China ; Representative offices of international organizations in China; law firms, private schools, and private hospitals.

2. Individual industrial and commercial operators go to Hong Kong or Macao to engage in business and other activities.

3. Driving special vehicles between the mainland and Hong Kong and Macao.

(3) Team travel. Mainland residents traveling to Hong Kong or Macau as part of a tour group organized by a designated travel agency.

(4) Personal travel. Individuals who are permanent residents of areas approved for "individual travel" travel to Hong Kong or Macao.

(5) Short-term residence. Mainland residents who have one of the following circumstances and are allowed to live in Hong Kong or Macao for a short period of time with the approval of the relevant departments of Hong Kong and Macao:

1. Holding an entry permit issued by the Hong Kong Immigration Department, going to Hong Kong to study, work, Training, labor services or seeking refuge with relatives.

2. Those who have been admitted to Macao universities to study in Macao.

3. Those who have been approved by the Macao Public Security Police to go to Macao to work and have their relatives accompanying them.

4. Those who have been approved by the Macao Department of Social Affairs and Culture to work in the science and technology, education, culture and health departments of Macao.

(6) Others. Those who need to travel to Hong Kong or Macau under any of the following circumstances:

1. Mainland residents who really need to travel to Hong Kong or Macau for medical treatment, funeral, participation in litigation, exam taking, personal academic exchanges, participation in exhibitions, etc. of.

2. Chinese citizens who have settled abroad need to travel to and from Hong Kong and Macau after coming to the mainland.

3. Mainland residents holding short-term residence endorsement passes need to travel to and from Hong Kong after entering Macau.

(7) Extension of endorsement. Mainland residents who hold a short-term residence visa to stay in Hong Kong or Macao for a short period of time, and the validity period of the visa expires, still meet the original application conditions and need to continue to travel to Hong Kong or Macao.

3. Application Materials

(2) Submit the applicant’s identity certificate:

4. Specific provisions on opinions from work units or public security police stations

(1) Content of opinions. This opinion is issued by the work unit or the public security police station where the permanent residence is located. It can be directly filled in the corresponding column of the application form and stamped with the official seal, or it can be issued separately. Opinions should include the following: whether the information filled in the application form is true, whether the applicant has the five statutory conditions prohibiting leaving the country, and whether the applicant is allowed to go to Hong Kong or Macau (if not, the reasons must be stated).

(2) Opinion issuing unit. 1. National staff shall issue unit opinions based on organization, personnel management authority and administrative affiliation.

2. For employees of state-owned and state-controlled enterprises and institutions, the legal representative of the enterprise or institution or the personnel and security department of the unit authorized by it shall issue opinions; if the legal representative applies to go to Hong Kong or Macau, the corresponding The personnel management department issues opinions.

3. For students in universities and middle schools, opinions shall be issued by their schools.

4. For active military personnel, opinions shall be issued by their military units in accordance with regulations.

5. For other personnel, opinions shall be issued by the public security police station where their permanent residence is located; among them, those who are organized by labor service companies to engage in labor services in Hong Kong and Macao may also have opinions issued by designated labor service companies.

(3) The following persons do not need to submit opinions from their work units or public security police stations:

1. In areas where “applying for passports on demand” has been implemented, they are not registered persons.

2. Mainland residents submit applications in accordance with these regulations to the exit and entry administration department of the public security bureau where the permanent residence is located.

3. Chinese citizens who have settled abroad need to travel to and from Hong Kong and Macau after coming to the mainland.
