Article 1 In order to regulate the protection, management and construction activities of Hanshan National Nature Reserve (hereinafter referred to as the reserve), protect important ecological security barriers, and promote the construction of ecological civilization, according to the "People's Congress of the People's Republic of China" "Regulations on Nature Reserves of the People's Republic of China" and relevant laws and regulations, and based on the actual situation of protected areas, these regulations are formulated. Article 2 The nature reserve is located in the Zharut Banner and belongs to the forest ecosystem type. It is a comprehensive nature reserve focusing on mountain forest grasslands, water sources and rare species.

The scope and boundaries of the protected area and its core area, buffer zone and experimental area shall be subject to approval by the State Council.

Adjustments to the nature, scope and boundaries of protected areas shall be submitted for approval in accordance with the procedures stipulated in relevant laws and regulations. Article 3 Those engaged in protection, planning, management, utilization and construction activities of protected areas must abide by these regulations. Article 4 Protected areas should adhere to the principles of priority protection, scientific planning, strict management, rational utilization, orderly construction, and sustainable development. Article 5 The people's governments at the municipal and banner levels shall strengthen their leadership over the work of protected areas, properly handle the relationship between ecological protection and local economic and social development as well as residents' production and life, and integrate the protection, planning, management, utilization and construction of protected areas into the national Economic and social development planning. The funds required for the protection, management and construction of protected areas and ecological compensation funds are included in the fiscal budgets at the municipal and banner levels. Article 6 The environmental protection administrative departments of the people's governments at the municipal and banner levels are responsible for the comprehensive management of protected areas, and the forestry administrative departments are responsible for the work of protected areas, agriculture and animal husbandry, water affairs, public security, land and resources, transportation, housing and urban and rural development. Administrative departments such as tourism and tourism should carry out work related to protected areas in accordance with their respective responsibilities.

The Banner People's Government should uniformly confirm and register the natural resource assets of protected areas, and form a property rights system with clear ownership, clear rights and responsibilities, and effective supervision.

Article 7 The management agency of the protected area is responsible for the specific work of protection, planning, management, utilization and construction of the protected area. Its main responsibilities are:

(1) Implement the national laws, regulations and guidelines on nature protection , policies;

(2) Formulate management systems such as performance appraisal for ecological protection in protected areas;

(3) Establish an information management system for protected areas;

( 4) Strengthen publicity and education on nature protection;

(5) Prevention and fighting of forest and grassland fires;

(6) Investigate natural resources and establish files and databases, and organize environmental monitoring;

(7) Organize or assist relevant departments to carry out scientific research work;

(8) Organize and carry out visits, tourism and other activities in accordance with the law;

(9) Establish a bird and other wildlife rescue agencies, responsible for rescue and release work;

(10) Carry out the prevention and control of pests and wild animal epidemics and diseases, and formulate emergency plans for major wild animal epidemics and diseases. ;

(11) Protect water sources and establish a rain early warning system;

(12) Work with the people’s governments and relevant units of banner counties and Sumu townships where the protected area is located and adjacent to it, establish The Joint Protection Committee of the protected area shall formulate a protection convention and jointly carry out work related to the protected area;

(13) Work with relevant departments to prepare and change the overall plan and special plan of the protected area, in accordance with national regulations

(14) Accept donations from domestic and foreign organizations and individuals for the construction and management of protected areas;

( 15) Set up checkpoints at the main intersections entering and exiting the protected area to check and register vehicles and people entering and exiting;

(16) Investigate and punish illegal activities involving protection, management and utilization in accordance with the law;

(17) Other tasks that should be completed in accordance with the law. Article 8 Existing graves in protected areas must be moved within a time limit or buried deep without leaving grave heads. For those who are voluntarily relocated or buried without leaving a grave, the government will provide appropriate subsidies.

Article 9 No unit or individual may engage in the following activities in the protected area:

(1) Felling, grazing, hunting, fishing, herb gathering, reclamation, burning wasteland, prospecting, mining, quarrying, sand dredging, Activities such as soil extraction and forest extraction;

(2) Construction of centralized storage sites for industrial solid waste, disposal facilities, domestic waste landfills, and other production and operation facilities that pollute the environment, damage natural resources, or affect the landscape ;

(3) Construction of tombs;

(4) Construction of unapproved projects;

(5) Dumping and discharging solids and liquids into water bodies in protected areas Waste;

(6) Using the water body of the protected area to clean vehicles, contaminated containers and other items that may pollute the water body;

(7) Exploiting groundwater resources without approval;< /p>

(8) Blocking the passage between the water system and the peripheral water system of the protected area without approval;

(9) Mowing grass in the core area and buffer zone of the protected area;

(10) Using fire in the wild during the fire prevention period;

(11) Picking up bird eggs, destroying bird nests, etc. to damage the breeding areas and habitats of birds and other wild animals;

(13) Moving or damaging protected area boundaries, warning signs, instruction boards and other facilities;
