In the construction of the Three Gorges Project, the difficulty lies in immigration, and the key difficulty lies in Chongqing. There are10.03 million immigrants in Chongqing reservoir area, accounting for 85.5% of the total number of immigrants in the whole reservoir area, and the task is arduous. Therefore, the center chose to set up Chongqing municipality directly under the central government, the main reason is to better unify the planning, resettlement and management of resettlement work in the reservoir area and ensure the smooth construction of the Three Gorges Project.
