First, the overall goal

In 20 16, the province's ordinary high schools plan to enroll about 600,000 students, achieving the goal that the enrollment scale of ordinary high schools and secondary vocational education is roughly the same, and the gross enrollment rate of high schools reaches over 90.5%. According to the annual enrollment task issued by the Provincial Department of Education, all localities should scientifically verify the total enrollment scale of local high school education and formulate enrollment plans for counties (cities, districts) and schools (including private schools). Once the enrollment plan is issued, it shall not be changed at will.

Second, the examination method

In 20 16, the entrance examination for ordinary high schools in the province was still combined with the academic examination for junior high school graduates. The enrollment work of ordinary senior high schools implements the unified proposition, unified examination papers and unified examination time in the whole province, and all localities organize examinations, marking papers and enrolling students in a unified way. All localities should formulate unified enrollment plans and policies within the scope of policies stipulated by the state and the province.

(1) Registration

Proposition is based on subject curriculum standards, which embodies the concept and requirements of curriculum reform, strengthens the connection between test questions and social practice, and pays attention to examining students' ability to master basic knowledge, analyze problems and solve problems. Except that the scope of the political proposition of ideological and moral subjects is adjusted to "examine the major current events at home and abroad in 20 15 years, the major current events at home and abroad since 20 16 years, the spirit of the 18th National Congress of the Communist Party of China and the important principles and policies of the Party and the country at this stage", the examination propositions of other subjects are still subject to the requirements of 2065438+ Henan Ordinary High School Entrance Examination.

(3) Examination

In 20 16, the cultural examination of the senior high school entrance examination in the whole province was still a single subject examination scheme, and the subjects of the unified proposition examination in the whole province were: Chinese, mathematics, English, physics, chemistry, ideology and morality, and history. Continue to implement the physical education examination and physical and chemical biological experiment operation examination for junior high school graduates, and bring the physical education examination and scientific experiment operation examination into the unified management of China Recruitment.

The physical education examination is included in the comprehensive quality evaluation, and the physical education and health quality evaluation is carried out. The total score of the senior high school entrance examination is counted as out of 70 points. The evaluation sets up compulsory and optional items, and the evaluation work is organized and implemented by the education administrative departments of the cities under the provincial jurisdiction and the counties (cities) directly under the provincial jurisdiction. The evaluation results serve as an important basis for comprehensive quality evaluation.

Physical, chemical and biological experimental operation examinations are implemented by local basic education management departments and educational technology and equipment departments, and 30 points in three subjects are included in the total score of the senior high school entrance examination.

Comprehensive practical activities (including information technology, labor technology, research-based learning, community service and social practice), biology, geography, music, fine arts, local courses and school courses are compulsory courses, and academic examinations (examinations) should also be conducted, which are organized and implemented by the education administrative departments of provincial cities and counties (cities), mainly implemented by junior high schools and reflected in the evaluation of students' comprehensive quality. In the pilot areas approved by the Provincial Department of Education, you can also choose to include the results of related subjects in the total score of recruitment.

The entrance examination and comprehensive quality evaluation results of ordinary high schools are the main basis for admission to ordinary high schools. All the recruitment work in our province is carried out on the information service platform of senior high school enrollment in Henan Province. Education administrative departments at all levels and enrollment schools should implement unified online admission in strict accordance with the enrollment plan and students' voluntary application. The education administrative departments of the cities under the provincial jurisdiction and the counties (cities) directly under the provincial jurisdiction shall, in accordance with the requirements that the proportion of ordinary vocational enrollment is roughly equal, delimit the minimum admission control scores of ordinary high schools and reasonably guide students to divert. All localities must upload the scores of local students' entrance examination and the minimum admission control scores to the provincial enrollment information service platform before July 10.

Standardize the enrollment work in the province. In order to conscientiously implement the spirit of "Opinions of the People's Government of Henan Province on Accelerating the Development of Private Education" (Yu [2015] No.76), gradually expand the autonomy of private ordinary high schools and support the development of private schools, in 20 16, inter-provincial enrollment plans were arranged according to the proportion not exceeding 20% of the total annual enrollment plans of private ordinary high schools, and enrollment batches were uniformly arranged throughout the province.

The province's admission is carried out in turn according to the admission batches, and the candidates admitted in the last batch will no longer participate in the subsequent batch admission and local enrollment. After the early batch admission in the province is completed, local recruitment will be carried out in various places. The enrollment of ordinary high schools in the province should be completed before August 20. Three. Relevant policies

(1) Promoting the reform of examination subjects. Gradually bring all subjects set in the experimental scheme of compulsory education curriculum into the scope of junior high school academic level examination (senior high school entrance examination). From 20 16, when freshmen enter the first grade of junior high school, biology and geography are included in the entrance examination subjects, which will be conducted after the corresponding courses, and the examination will be clear with the teaching. The examination time is arranged at the end of the second semester of Grade Two, organized together with the junior high school entrance examination of that year, and conducted after the end of the seven subjects (Chinese, Mathematics, English, Physics, Chemistry, Ideology and Morality, History) of the junior high school entrance examination. The object of the examination is junior two students. The test scores are included in the total student admission score for the next year according to the full score of 50 points for each course. Encourage qualified places to actively explore the inclusion of information technology and art (music, art) in the academic level examination subjects, and include a certain score in the total score of the senior high school entrance examination.

(2) Continuously improve the index distribution system. Gradually expand the proportion of high-quality ordinary high school enrollment plan to all junior high schools (including private junior high schools), and the proportion of students distributed in various places should reach more than 50%, and gradually increase the allocation indicators to weak junior high schools and rural junior high schools. All localities can actively explore the pilot work of joint enrollment of ordinary high schools within their jurisdiction, allocate them to schools in parallel according to students' grades, gradually form a fair competition mechanism for ordinary high schools, fully mobilize the enthusiasm of ordinary high schools, deepen reforms, and improve the quality of education and teaching.

(3) completely cancel the enrollment of students who choose schools in public ordinary high schools. Starting from the fall semester of 20 16, the enrollment of students who choose schools in public ordinary high schools will be completely cancelled. All localities should speed up the adjustment of tuition fees for ordinary high schools, increase public financial input, and gradually establish and improve the funding guarantee mechanism for ordinary high schools with financial input as the main body and multiple channels to ensure that the funding for running schools will only increase after the cancellation of the policy of choosing students.

(4) Strictly control the enrollment scope of public ordinary high schools. Except for classes that can be enrolled in the province with the approval of the Provincial Department of Education, public ordinary high schools are not allowed to enroll students across provinces and cities, and students who have not filled in their volunteers are not allowed to enroll students. The Provincial Department of Education will strengthen the monitoring and management of the enrollment of ordinary high schools in various places, and will hold the competent education administrative departments and schools accountable for the illegal enrollment of schools. In violation of the provisions, if the circumstances are serious, the provincial education department shall revoke the title of provincial model high school, and other ordinary high schools shall be punished by the corresponding education administrative departments according to their affiliation, and reported to the education department for the record.

(5) Support and standardize the enrollment of private ordinary high schools. Local education administrative departments should reasonably determine the total scale of running schools and the annual enrollment plan according to the resource allocation of private ordinary high schools. According to the principle of voluntary school, private ordinary high schools can apply to the school examination and approval authority for inter-provincial enrollment, and the school examination and approval authority will carefully verify the annual enrollment scale and enrollment brochure (clarify the nature of the school, enrollment plan, admission methods, charging standards, etc.). According to the school conditions, annual inspection and actual enrollment in the past three years, the preliminary examination opinions are put forward and reported to the Provincial Department of Education for approval step by step according to the management authority. The Provincial Department of Education announced the inter-provincial enrollment plan and enrollment brochure of private schools to the public through the provincial enrollment information service platform before the recruitment. Please be sure to submit the summary table of the inter-provincial enrollment plan of private ordinary high schools in Henan Province (see Annex 2) and the school enrollment brochure (stamped with the official seal of the examination and approval authority) to the Second Division of Basic Education of our office before May 20.

Private ordinary high schools should conscientiously implement the requirements of relevant national and provincial documents, conduct enrollment publicity in strict accordance with the contents of the enrollment brochure, consciously standardize enrollment behavior, do not enroll students beyond the plan, enroll students without files, do not recruit students below the minimum control score of students, do not recruit students who have been admitted to other schools, and do not rob students by unfair competition means such as high scholarships for promising students in enrollment publicity. If the inter-provincial enrollment plan is not completed, it can be converted into a local enrollment plan.

Education administrative departments at all levels should strengthen the supervision and management of private school enrollment in accordance with the principle of "who approves, who is in charge and who is responsible". Private schools that violate the rules and regulations and practise fraud in the enrollment work will be severely dealt with according to the relevant provisions of the People's Republic of China (PRC) Private Education Promotion Law.

(6) Strictly control the policy extra points in the senior high school entrance examination. The policy-based bonus targets and standards for enrollment of ordinary high schools in our province are as follows:

1. According to the Notice of the Ministry of Public Security, the Ministry of Education and the Ministry of Civil Affairs on Printing and Distributing the Interim Measures for the Education of People's Police Special Care Objects and Their Children (Gong Tong Zi [2005] No.78), 20 points will be added for the admission of martyrs' children; Sacrificing the children of the people's police in the line of duty and taking care of the children of the disabled people's police in the first to fourth grades are 10.

2. According to the spirit of Notice of the People's Government of Henan Province on Preferential Policies for Resettlement of Danjiangkou Reservoir in the Middle Route of South-to-North Water Transfer Project (Yufu [2008] No.56), within 5 years after relocation, immigrant candidates will take care of 10 in the recruitment.

6. Minority candidates apply for the care of minority schools with a score of 10; Those who apply for other schools will be admitted with 5 points.

7. 8. 9. According to the Notice of the General Office of the Ministry of Education on Solving the Admission Problem of the Children of the Staff of Foreign Embassies and Consulates after Returning to China (Ministry of Education [2005] 16), junior high school students who have graduated from junior high school and returned to China will take the entrance examination for senior middle schools organized by our province after graduating from junior high school, and they will be given priority under the same conditions.

If the same candidate meets multiple bonus points, only the highest score will be added, and repeated bonus points are not allowed. In addition to the above bonus policy, all localities are not allowed to add bonus items by themselves. All localities should formulate specific and strict operation methods, strictly examine the qualifications of entitled groups, and resolutely resist all kinds of fraud.

(seven) conscientiously implement the policy of entrance examination for children of floating population. All localities should conscientiously implement the spirit of the Notice of the General Office of the People's Government of Henan Province on Forwarding the Opinions of the Provincial Department of Education and other departments on Doing a Good Job in the Entrance Examination for Children of Migrant Workers after Receiving Compulsory Education (Yu Zhengban [2065 438+02] 180), strengthen organizational leadership and overall coordination, improve the implementation of the entrance examination policy for children of migrant workers in the region, and effectively protect their right to education.
