The canal project of the new land-sea passage (Pinglu) in the west has been included in the 14th Five-year Plan for National Economic and Social Development of People's Republic of China (PRC) and the Outline of Long-term Goals in 2035, the Master Plan of the New Land-sea Passage in the West and the Outline of the National Comprehensive Three-dimensional Transportation Network Planning.

In order to do a good job in the land acquisition compensation, resettlement and construction of the canal project of the new land-sea passage (Pinglu) in the west, according to the relevant laws and regulations of the state, the relevant matters are hereby notified as follows:

1. The newly-built land-sea passage (Pinglu) canal in the west starts from Pingtangkou, Hengzhou City, Xijin Reservoir Area, the main stream of Xijiang River, crosses the watershed between Shaping River and Jiuzhou River, a tributary of Qingjiang River, flows through Lingshan Luwu Town along Qingjiang River and enters Qinzhou Port in Guangxi Beibu Gulf, with a total length of about 140 km. The new land-sea channel (Pinglu) canal in the west is built according to the first-class inland waterway standard, taking into account the navigation of 5000-ton ships. The construction contents of the project include channel excavation, construction of four shipping cascade hubs, implementation of crossing projects along the line, comprehensive utilization of water resources and supporting facilities.

Second, the scope of land requisition for the construction of the new land-sea channel (Pinglu) canal project in the west involves Nanxiang and Xinfu Town in Hengzhou, shaping town in Lingshan, Jiuzhou and Luwu, Qingtang Town, Pingji Town and Dadong Town in Qinbei District of Qinzhou City, Tianchang Street, Hong Ting Street and Zicai Street in Qinbei District of Qinzhou City, Shuidong Street, Xiangyang Street, Wenfeng Street, jiulong town Street and Zicai Street in Qinnan District of Qinzhou City. The safe superelevation increase 1 m in the horizontal section in front of the dam of the resettlement line in the flooded area of the reservoir is determined according to the backwater envelope of the reservoir with once-in-20-year flood; The horizontal section in front of the dam of cultivated land and garden land requisition line will increase the safety superelevation by 0.5 meters at the normal water level, which is determined according to the backwater envelope of the reservoir with a 5-year flood; The requisition line of woodland, grassland and wasteland is determined according to the normal water level. The project area is determined according to the general plan of the project construction, and the specific scope is delineated by the project legal person, subject to the boundary markers.
