Focusing on the goal of beautiful environment, sweet life and beautiful society, based on improving farmers' quality of life, featuring rural ecological charm, and deepening the construction of "100 million projects" as the carrier, we will strive to promote the construction of five major projects, including rural population agglomeration project, human settlements improvement project, farmers' entrepreneurship and income increase project, civilized rural wind cultivation project and comprehensive rural reform project, and strive to build a number of leading "livable, suitable for business and suitable for traveling" beautiful countryside in the province. By 20 15, all counties (cities, districts) in the city will strive to meet the requirements of beautiful countryside's construction work, and more than 80% of towns and villages in the town will carry out beautiful countryside construction and build 20 beautiful countryside demonstration areas. Among them, 20 1 1, 10 beautiful countryside demonstration zone was cultivated, and a number of advanced towns and villages in beautiful countryside were established.

(A) efforts to promote rural population agglomeration project

1. Improve the village planning system. Combined with the overall planning of county (city), urban development planning and land use planning, revise and improve the village layout planning focusing on central villages, clarify the number, functions and fixed points of central villages and reserved villages within the county (city), promote village integration and reduce rural settlements; Revise and improve the village construction plan focusing on the central village, rationally arrange the regional layout and construction scale of the production, living and service blocks of the central village and the reserved village, clarify the timing and requirements of various projects such as roads, garbage, sewage, toilet improvement and greening, and focus on the detailed planning of the concentrated residential areas of farmers in the central village; For the merged villages with clear planning, determine the destination and make good use of land resources; Prepare a special plan for the construction of county (city) beautiful countryside with local characteristics, and build a regional beautiful countryside that combines fine villages, landscape belts and overall towns.

2. Promote the replacement of homestead. Make full use of policies such as the cultivation of central villages at all levels and the replacement of homesteads, encourage the replacement of concentrated plots and whole villages (natural villages), and guide farmers to gather in towns and central villages. Focus on promoting the construction of farmers' concentrated residential areas, strengthen the protection of land, capital and other factors, reduce related expenses, encourage new rural construction companies at all levels to become the main body of project development, and encourage and guide all kinds of industrial and commercial capital to participate in the construction. In-depth comprehensive improvement of rural land will be carried out, and rural idle houses, one family with two houses, one family with multiple houses and illegal buildings will be comprehensively cleaned up. Promote the renovation of dilapidated houses in rural areas, and by 20 15 years, complete the renovation of dilapidated houses of poor rural families whose income is lower than the rural minimum living standard in 2007 150%. 3. Improve the long-term management and protection mechanism. Strengthen village sanitation and cleaning, facilities maintenance and greening maintenance, implement corresponding personnel, systems, responsibilities and funds, explore the establishment of a financing mechanism with government subsidies, village collectives and the masses as the main body, and ensure the normal operation of garbage, sewage and other facilities. Promote the market-oriented cleaning operation mechanism of rural environmental sanitation, and gradually bring the sanitation and cleaning of administrative villages in urban planning areas into the scope of urban community cleaning. Strengthen the follow-up management of sewage treatment facilities, and accelerate the interception and acceptance of sewage in towns and villages adjacent to municipal and county sewage pumping stations.

(3) Focus on promoting the project of increasing farmers' income by starting businesses.

1. Accelerate the development of efficient ecological agriculture. Develop agricultural scale, standardization and industrialization based on the construction of grain production functional zones and modern agricultural parks. Popularize new agricultural systems such as planting and breeding, vigorously develop ecological circular agriculture, and expand the production of pollution-free agricultural products, green food, organic food and forest food. Focus on the construction of agricultural product logistics groups and wholesale markets, and build a modern agricultural product logistics system from farmland to table.

2. Promote the development of rural leisure tourism. Make full use of rural characteristic agriculture, landscape resources, rural landscape, regional culture and humanistic traditions, strengthen unified planning, clarify characteristic positioning, accelerate the formation of rural leisure tourism development pattern with key scenic spots as the leader, backbone scenic spots as the support and "farmhouse" leisure tourism as the basis, and build a number of farmhouse leisure tourism theme farms, characteristic towns and boutique demonstration areas (lines). Accelerate the treatment of catering wastewater, fecal sewage and lampblack in centralized management points of farmhouse music.

3. Encourage the development of low-consumption and low-emission industries in rural areas. Adjust and optimize the rural industrial structure, prohibit "two high and one capital" industries from "settling down" in water source protection areas, Heyuan areas and reservoir areas, promote rural enterprises to gather in rural industrial functional areas, and encourage and guide industrial enterprises to expand product processing business in rural areas. By 20 15, the per capita net income of rural residents in the city will reach more than 22,000 yuan, and the income ratio of urban and rural residents will be within 2.2: 1.

Fully tap the historical and cultural value, tourism value and architectural value of ancient villages, develop tourism, culture and other industries according to the idea of giving priority to protection, rational layout and moderate development, and form a virtuous circle of protection and development of ancient villages. By exploring the establishment of "ancient village protection foundation" and joint-stock system, we will attract all sectors of society to participate in the construction of characteristic cultural villages.

3. Promote rural social harmony. According to the living conditions of rural population, taking rural communities as nodes, and following the principles of separating farmers' economic identity from social identity, keeping the members and rights of rural collective economic organizations unchanged, and localizing the management of community residents, this paper explores a new mode of setting up central village organizations. We will improve the rural "three-capital" management system, comprehensively promote the comprehensive shareholding system reform of village-level collective funds, assets and resources, explore the establishment of village-level joint-stock economic cooperatives with assets as the link, and gradually establish a modern rural collective economic property rights system.

Third, the job requirements

(1) Strengthen organizational leadership. The municipal finance arranges special funds every year, which are mainly used for the cultivation and construction of beautiful countryside demonstration area and the creation of advanced towns and villages. Counties (cities, districts) should also increase their support. Finance at all levels should increase the integration of construction funds in beautiful countryside in accordance with the principle of "the nature of funds remains unchanged, the management channels remain unchanged, the funds are used as a whole, and they perform their duties and form a joint force". The existing "100 million project" special funds should be mainly used for the construction of beautiful countryside. According to the principle of "who invests, who manages and who benefits", investors of different economic sectors and types are encouraged to participate in rural ecological environment construction and ecological economic project development in various forms such as sole proprietorship, joint venture, contracting and leasing. Support private capital to participate in rural safe drinking water, sewage treatment, biogas purification and other projects by means of BT and BOT.

(3) Strengthen the examination and supervision. Beautiful countryside construction work into the municipal party committee and municipal government of counties (cities, districts) post target responsibility system assessment and new rural construction assessment. Counties (cities, districts) should also strengthen the assessment and formulate corresponding assessment methods. Strengthen inspection and supervision, and counties (cities, districts) that have not completed the annual task of beautiful countryside construction shall not be rated as excellent in the annual rural work assessment.
