According to the requirements of the provincial party committee, the discussion on "Emancipating the Mind, Deepening Reform, Expanding Opening-up and Scientific Development" with the theme of implementing Scientific Outlook on Development is to fully implement the spirit of the 17th National Congress of the Communist Party of China, assess the situation and stand at a new historical starting point. In view of the fact that Yunnan's reform and development is entering a critical period, facing a series of new situations and problems, how to accurately judge the situation, face the challenges soberly, seize the opportunity keenly, solve the deep-seated contradictions and problems in the development of our province by means of reform, and promote the sound and rapid economic and social development of our province to a new level and take a new step, which is in line with the wishes and requirements of the people of our province. We should stand at the height of the overall situation and the times, fully understand the necessity and importance of carrying out large-scale discussion activities, and effectively unify our thinking with the major arrangements and work requirements of the provincial party Committee. Through three stages of study and thinking, I realized the great significance of carrying out this activity, which played a very important role in finding out the existing problems and further promoting the poverty alleviation and development work.

First, through study and practice, comprehensively improve the understanding of the discussion on emancipating the mind.

To emancipate the mind, we must first have thoughts. Thought is a kind of cognition, a reflection of objective things in our minds, and it is expressed through language, speech and action. It is a combination of thinking and thinking. I think only through continuous learning can we form our own thoughts. Not only should we study political theory and improve our ideological and political quality; What is more important is to learn business knowledge, improve business level, and unify thoughts and actions. Emancipating the mind is to make one's ideological understanding change with the constantly developing objective reality, dare to practice and explore, break the shackles of habits and subjective prejudice, study new situations and solve new problems. Emancipating the mind is not an empty slogan, but should be implemented in one's own concrete actions. Connecting with the current reality, I have the following understandings and experiences on emancipating the mind:

First, we must grasp the premise of emancipating our minds. We must proceed from reality. The unity of subjectivity and objectivity is the essence of emancipating the mind. In the past 30 years of reform and development, they emancipated their minds three times. The similarity between them lies in how to combine with the basic national conditions of China and how to grasp the unity of subjective and objective in practice. The 17th National Congress of the Communist Party of China put forward clear requirements for poverty alleviation. If the standards are raised, more than one billion poverty alleviation funds will face more than six million poor people in the past, and now they will face more than 10 million poor people. These situations pose a severe challenge to our poverty alleviation work and deserve in-depth study. The basic premise and benchmark of studying these problems is how to proceed from our provincial conditions and the actual work of our poverty alleviation departments. Therefore, emancipating the mind is not a reckless move, but how to grasp it well.

Second, we must grasp a main line. This main line is emancipating the mind, which must run through the basic idea of keeping pace with the times. Without the basic idea of keeping pace with the times, emancipating the mind can only be a stage. From another perspective, emancipating the mind is eternal, matter determines consciousness, and consciousness reacts on matter. The consciousness in our minds is a reflection of objective things. With the change of time and space and conditions, people's ideas will produce different ideologies with the refraction of external things, and it is pointed out that emancipating the mind is eternal and endless. Emancipating the mind today does not mean emancipating the mind tomorrow. Why have we held three national discussions on emancipating the mind in the past 30 years? This itself runs through the basic spirit of keeping pace with the times.

Third, we must grasp a key. Emancipating the minds of leading cadres at all levels is the key. Facing the countryside, everyone has * * * knowledge. There is a gap between emancipating the mind in poor areas and emancipating the mind in developed areas. We often say that rural areas and farmers should emancipate their minds, but emancipating their minds is not a day's work. The poor are all in remote and backward mountainous areas, and there are few opportunities for good education. Matter determines consciousness. If the poor can come out or receive a better education and then let them go back, the degree of emancipating their minds may be better. The key to emancipating the mind lies in leadership, and the problem of emancipating the mind lies in the grassroots. Our leading cadres take the lead in emancipating the mind, set an example and echo each other. Emancipating their minds will further promote the development of our work.

Fourth, we should grasp a theme. This theme is to emancipate the mind at all times. How to implement Scientific Outlook on Development and the three liberation movements is different for each theme. I think this theme is how to truly implement Scientific Outlook on Development in practice. The premise of Scientific Outlook on Development is development. If a place wants to accelerate its development, it must emancipate its mind and solve the problems existing in the process of implementing Scientific Outlook on Development subjectively and objectively from the mechanism and system. Without a theme, emancipating the mind is empty. A place needs to develop, a province needs to develop, and the work of all walks of life should correspond. Similarly, our poverty alleviation work should also focus on Scientific Outlook on Development. That is, how to ensure the completion of the poverty alleviation work in that year, how to innovate, and finally promote the development of all the work, the most fundamental foothold is to promote work and development, and the carrier of promoting work and development should finally grasp Scientific Outlook on Development.

Second, through emancipating the mind and discussion, seriously investigate the problem.

In view of the shortcomings in study, thinking and work, through this great discussion on emancipating the mind, we should re-examine, reflect and dissect ourselves with new ideas and new concepts, further enhance our sense of responsibility and pressure, increase our sense of honor and pride, improve our quality, consciously safeguard team unity, enhance our execution and innovation, and further do a good job in charge of the work. Assist the party secretary and director to complete all the work deployed by the provincial party Committee and government and contribute to the cause of poverty alleviation in the province. Rectification measures in the discussion of emancipating the mind: first, strengthen theoretical study, constantly enhance their own party spirit cultivation, and establish first-class concepts. Further strengthen the public servant consciousness of building the party for the public and governing for the people, establish a correct world outlook, outlook on life and values, carry forward the fine style of hard work, honesty and integrity, and establish first-class ideological concepts. Do a good job in charge, ensure the smooth completion of various tasks, innovate ideas, improve work efficiency, and strive to create first-class work performance. Third, attach importance to the construction of competent departments, strengthen cadre education, and build a first-class team. Doing a good job in organ construction means doing a good job in organ operation. Only by doing well the work of the organs can we effectively guide the work of the whole province. Therefore, starting from the office construction, further strengthening the study, education and training of cadres, striving to improve the quality of cadres and building a first-class cadre team are the basis and prerequisite for doing a good job in poverty alleviation and development.

The main purpose and task of the discussion on "Emancipating the mind, deepening reform, opening wider to the outside world and developing scientifically" is mainly to improve the quality of cadres and promote their work. The ex situ poverty alleviation and relocation and labor transfer training programs in poverty-stricken areas should first be organically combined with other poverty alleviation projects. On this basis, the ex situ poverty alleviation relocation project should focus on integrating the earthquake-resistant resettlement housing project of the Provincial Construction Department, the Tongcun Highway construction project of the Provincial Communications Department, the rural drinking water or small-scale water conservancy construction project of the Provincial Water Resources Department, and the biogas construction project of the Provincial Agriculture Department and the Provincial Forestry Department. The labor transfer training in poverty-stricken areas should be innovated boldly in mechanism, and the funds of employment enterprises and private enterprises should be integrated through reform measures such as school-enterprise cooperation and the introduction of private capital, so as to make the labor transfer training in poverty-stricken areas bigger and stronger. Really play the role of ex situ poverty alleviation and development projects. Second, new breakthroughs have been made in the quality and standards of resettlement housing construction for ex situ poverty alleviation and development to ensure that poor people directly benefit. Adhere to the people-oriented, take improving the subsidy standard and quality standard of housing construction for poor immigrants as an important breakthrough in the future poverty alleviation and relocation, and make it clear that the ex situ poverty alleviation and relocation project must be organized and implemented in strict accordance with the seismic fortification requirements and related technical standards of the Opinions of the Yunnan Provincial People's Government on Implementing Earthquake Safety Projects for Rural Houses (Yun [2007] No.53) to ensure that the quality and level of housing construction for poor immigrants are significantly improved. Third, there has been a new breakthrough in the construction of a clean government in the demonstration base, ensuring new progress in the training of vocational skills certificates in the demonstration base. According to the minutes of the special meeting on the Party's work style and clean government building and anti-corruption work, this year's demonstration base should make a commitment to clean government building for the transfer training project, requiring all demonstration bases to seriously study and organize the implementation of the project, and at the same time, seriously study and implement the regulations on clean government building, so as to ensure that the demonstration base strictly implements the policies and measures related to project fund management and ensure the safety of "projects, funds and cadres".

Last year, the provincial party committee and government held a conference on the development and construction of old revolutionary base areas. The provincial party Committee specially issued documents and arranged special funds, which the party group attached great importance to. The development and construction of the old revolutionary base areas started well and the development momentum was good. We should do a good job in the old revolutionary base areas from the following three aspects: First, further identify the breakthrough point and solidly and effectively promote the development and construction of the old revolutionary base areas. The provincial party committee and government judged the situation and made a strategic decision to speed up the development and construction of the old revolutionary base areas, which ushered in a historic opportunity. Under the leadership of the party group, we should seize the opportunity, identify the breakthrough point, actively increase coordination, and strive for the relevant departments to increase support for the development and construction of the old revolutionary base areas: strive to increase capital investment and form a joint force to promote the development and construction of the old revolutionary base areas; Intensify infrastructure construction and strive to improve the production and living conditions in the old revolutionary areas; Strengthen industrial cultivation and strive to improve the development potential of the old revolutionary base areas; Strengthen the construction of social undertakings and strive to promote the comprehensive and coordinated development of the old revolutionary base areas; Intensify propaganda and strive to form a good social atmosphere to accelerate the development of the old revolutionary base areas. Since the self-centered discussion on emancipating the mind, I have also taken the initiative to participate in this theme education activity. Through careful study and thinking, I have some ideas and gains.

First, the development of convention and exhibition industry in our province needs to further emancipate the mind and work hard.

Looking back on the development of our center in the past 20 years, it is actually a process of ideological emancipation, hard work, conceptual innovation and hard struggle. Especially in recent years, our center insists on thinking about exhibition development under the general environment of economic construction and social development, and insists on the coordinated development of breakthrough innovation and economic income generation; Adhere to the coordinated development of social and economic benefits, forge ahead, and innovate, so that the scale of the exhibition is rapidly expanded, the quality is rapidly improved, the social visibility is unprecedented, and the social influence is increasing day by day. Emancipating the mind and innovating forms are imperative. To this end, I think that through emancipating the mind, learning and discussing activities should achieve at least two effects:

First, we must truly emancipate our minds and accelerate development. As long as it is conducive to promoting the development of the exhibition, it must be bold, bold and bold. Resolutely break through the ideological concepts that hinder development, resolutely change the stereotypes that constrain development, and resolutely get rid of the institutional drawbacks that affect development. Emancipating the mind must not stop at slogans, nor can it be like this when it comes to specific problems. Second, we should seize the good opportunity of this study and discussion activity and ideological emancipation, insist on emancipating our minds and renewing our ideas in the first place, adapt ourselves to the requirements of the new situation with new ideas, mental outlook, realm standards and work style, revive the wind of concept innovation, invigorate the spirit of hard work, and seek common strategies for scientific development, so as to promote the great development and leap-forward of convention and exhibition industry in our province with great ideological emancipation at a new level and great change in work style at a new standard.

Second, the key to emancipating the mind is to liberate yourself.

I think it is necessary to solve the problem of insufficient motivation for ideological study through study; We should solve the problem of fullness, looseness and fatigue in our minds through study; We should solve the problems of ideological stability, security and conservatism through study, strive to make new improvements in ideological concepts, make new changes in work style, and always maintain a mental state of advancing with the times, pioneering and innovating, and striving for success.

In short, the reform and development of our center has entered a critical stage, and new situations and new problems are emerging one after another. Objectively, we are required to continue emancipating our minds, constantly learn to understand new situations, know how to analyze new trends, and be good at solving new problems, so as to promote a new round of great development of convention and exhibition industry in our province with the gains brought by a new round of ideological emancipation.
