First, adhere to the policy of "resettlement before construction" in hydropower development.

"Resettlement before construction" means that in hydropower construction, resettlement work is always regarded as an important part of hydropower projects, and resettlement work is put in the first place. According to the approved resettlement plan, coordinate the project construction progress and resettlement work, effectively protect the legitimate rights and interests of immigrants, and realize the goal of actively developing hydropower under the premise of resettlement.
