According to Article 5 of the Nationality Law of China, as long as at least one of the parents is a citizen of China and the parents of a China citizen have not "settled in a foreign country", a child born abroad automatically has China nationality at birth. If a child has China nationality, he can no longer "naturalize" China nationality.
China Embassy's understanding of "settling in a foreign country" means having permanent residency in a foreign country (including Canadian Maple Leaf Card). Therefore, if a child is born with a China citizen and a maple leaf card, the child will not have China nationality. Otherwise, the child already has China nationality.
