1. My company and my American friends have both written letters guaranteeing that I will return to China, but I am still considered to have insufficient reasons to return. Why?
The visa officer will consider the letter of guarantee together with other types of written documents. However, a letter of guarantee alone cannot prove that the applicant has firm binding and permanent residence outside the United States. Similarly, having a high-status person write a letter guaranteeing that the applicant will return to the country does not automatically prove that the applicant has no intention of immigrating. U.S. law does not allow others to exercise the authority to evaluate the applicant's overall situation on behalf of the visa officer.
2. After the visa is refused, will it be helpful if I ask a senior official or American friend to contact the visa officer?
Not helpful. The authority to issue and deny visas is granted by U.S. law to visa officers stationed overseas. The final decision on a visa case rests with the visa officer. Moreover, U.S. law does not allow the visa officer’s power to be influenced by outside parties. Applicants should use new materials to prove their connection with China and change the decision of the visa officer.
3. Can my American friend consult the visa officer directly about my visa application?
To provide U.S. citizens an opportunity to speak directly with consular officials, the visa office is open to U.S. citizens every Monday, Wednesday, and Friday from 4 to 5 p.m. The principle of consultation is whoever comes first should ask first. All U.S. citizens who arrive at the embassy at 4 p.m. on the above three days will have an opportunity to speak with the consul. Any inquiries arriving after 4pm will be accommodated as time permits. Anyone arriving after 4:30pm will not be accommodated. Only US citizens can use this service. Citizens of other countries, including legal permanent residents of the United States, are not allowed to enter the visa office for consultation. You can fax your questions about your application to the visa office at (86-10) 6532-3178. We can usually respond within 5 working days. We do not allow third parties, including U.S. citizens, to submit personal visa applications on behalf of applicants or accompany applicants for interviews. Supporting documentation regarding the applicant should be provided directly to the applicant. During the interview, the visa officer will review other documents submitted by the applicant and will give certain consideration to supporting documents from third parties.
