According to the spirit of the Notice of the Office of Ruian Municipal People's Government on Printing and Distributing the Minutes of the Meeting of Members of Ruian Social Insurance Committee (12 1No.), the adjustment of various social insurance payment standards and individual policies in our city in 2009 (July 20, 20091June 0) is hereby announced as follows:

First, the social insurance payment standard

(A) the basic old-age insurance

1. Basic old-age insurance for enterprise employees: the unit part is levied according to the total wages, and the payment ratio is13%; The individual payment base is between 1300 yuan and 6480 yuan, and the payment ratio is 8%. The payment base ranges from 20 10 to 1.

2. Basic old-age insurance for self-employed and freelancers: the payment base is 1480 yuan; The payment ratio is18%; Pay 266.4 yuan/month/person.

3. Basic endowment insurance for staff of government agencies and institutions: the payment base is 2 100 yuan; The contribution rate is 24%, of which: 2 1.7% for the unit and 2.3% for the individual; Pay 504 yuan/month/person.

(2) Medical insurance

1. Basic medical insurance for enterprises: it is levied according to the total wages, and the payment ratio is 6%.

2. Basic medical insurance for self-employed and freelancers: the payment base is 1480 yuan; The payment ratio is 6%; The payment amount is 88.8 yuan/month/person.

3. Basic medical insurance for retirees: When retirees pay the basic medical insurance fee in one lump sum, the payment base is 1.300 yuan, the payment ratio is 6%, and the payment amount is 78 yuan/month/person.

4. Basic medical insurance and Medicaid for civil servants: the payment base is 1600 yuan; The payment ratio is 18% (including overall fund 6%, personal account 4% and Medicaid 8%), including unit 16% and individual 2%; Payment amount is 288 yuan/month/person.

5. Social medical assistance: the payment amount is 4 yuan/month/person.

(3) Industrial injury insurance

1. Industrial injury insurance for enterprise employees: it is levied according to the total wages, and the per capita contribution ratio is 0.73%.

2. Work-related injury insurance for staff of government agencies and institutions: the payment base is 2 100 yuan, and the payment ratio is 0.2%; The payment amount is 4.2 yuan/month/person.

(4) Maternity insurance

1. Maternity insurance for enterprise employees: it is levied according to the total wages, and the payment ratio is 1.0%.

2. Maternity insurance for staff of government agencies and institutions: the payment base is 2 100 yuan, and the payment ratio is1.0%; The payment amount is 2 1 yuan/month/person.

(5) Unemployment insurance

1. enterprise unemployment insurance: the enterprise part is levied according to the total salary, and the individual part is declared by itself between 1300-6480 yuan; The payment ratio is 3%, of which 2% is for the unit and 0/%is for the individual.

2. Unemployment insurance for government agencies and institutions: payment base 1300 yuan; The payment ratio is 3%, including: 2% for the unit and1%for the individual; Payment amount 39 yuan/month/person.

(six) the basic living security of landless farmers

The payment standard remains unchanged, that is, the first, second and third payment standards are 38,000 yuan, 28,000 yuan and18,000 yuan respectively.

Two. Adjustment of individual social insurance policy

(1) Changing the source of funds for local post subsidies for retirees of government agencies and institutions: the local post subsidies for retirees of government agencies and institutions shall be paid by the municipal finance in full, and the difference and self-supporting retirees shall be paid by the unit and incorporated into the basic old-age insurance fund of government agencies and institutions.

(2) Improve the relevant medical insurance benefits: First, increase the maximum payment limit of the medical pooling fund from 60,000 yuan to 88,000 yuan, and adjust each paragraph from 1.5 million yuan to 20,000 yuan. The second is to cancel the outpatient limit of 20 thousand yuan for special diseases and the deductible 800 yuan, which will be directly included in the overall expenditure, and the treatment standard will be regarded as hospitalization; Organ failure (heart, lung, liver, brain and kidney only), hypertension stage III (one of the complications of heart, brain and kidney), diabetes (one of the complications of heart, kidney, eyes and nervous system), schizophrenia, mental retardation with mental disorder, epilepsy with mental disorder, etc. Be included in the special disease clinic. Third, cancel the provision that "if the newly-added insured person pays less than 1 year, the out-of-pocket ratio will be increased by 20%, and if the payment is over 1 year for less than 2 years, the out-of-pocket ratio will be increased by 10%", that is, unify it as "as long as the newly-added insured person pays for 6 months, the medical insurance benefits will be the same".

(3) Improve the basic living security benefits for landless farmers: the monthly payment standards for the first, second and third tranches are all improved in 50 yuan, that is, from 330 yuan, 280 yuan and 230 yuan to 380 yuan, 330 yuan and 280 yuan.

(4) Improving unemployment insurance benefits: The monthly salary standard of unemployed people who have participated in medical insurance is adjusted from 5 15.9 yuan to 654.5 yuan/month, and the monthly salary standard of unemployed people who have not participated in medical insurance is adjusted from 492.45 yuan/month to 624.75 yuan/month.

The above payment standards and policy adjustments will be implemented from July 1 2009.
