In this special period when the Three Gorges Reservoir was planned to be built, the economic level of China was not high at that time, and the establishment of such a large hydropower project was entirely dependent on the state finance, while the national economic situation was not good at that time. In addition, the Three Gorges Project can not be solved only by building a reservoir. At the same time, they have to solve the resettlement problem of 1 tens of thousands of immigrants.

Due to both advantages and disadvantages, the Three Gorges Project has been launched vigorously. However, there are significant differences in water storage capacity between China and developed countries. For example, China and the United States have almost the same land area and total surface runoff, but the total reservoir capacity in the United States is 1.6 times that of China, and the number of large reservoirs in the United States is 12 times that of China.
