Visa refers to the procedure of endorsement and seal of passports or other travel documents held by domestic or foreign citizens by the sovereign organs of a country to show that they are allowed to enter, exit or transit. It can also be said that it is an endorsement certificate issued to them. Generally speaking, a visa is a document issued by a country's entry-exit administration (such as immigration bureau or its embassy or consulate abroad) to approve the entry of foreign citizens.

To apply for a foreign visa, whether China people apply for a foreign visa or foreigners apply for visas from other countries, no matter which way they apply, whether they entrust or directly handle it themselves, they generally need to go through the following procedures:

(1) Submit a valid passport.

(2) Submit various documents related to the application, such as my birth certificate, marital status certificate, education certificate, work experience certificate, etc.

(3) Fill in and submit the visa application form. Different visas have different forms. Most of them should be filled out in foreign languages and photos should be provided at the same time.

(4) Go to the Embassy and Consulate of China to meet with officials. Some countries stipulate that all immigrant applicants must be interviewed before making a decision; Some countries also require interviews to apply for non-immigrant visas.

5. The embassy or consulate shall submit the completed visa application form and necessary supporting materials to the domestic competent authorities for examination and approval. The embassies and consulates of a few countries have the right to issue visas directly, but they still have to report to China for the record.

(6) After going to the competent department of the country to conduct the necessary audit, notify the embassy or consulate in the country of the examination and approval opinions. If you agree, a visa will be issued. If you refuse, you will also inform the applicant. (For visa refusal, the embassy or consulate will not refund the visa fee. )

(7) Pay visa fees. Generally speaking, when submitting a visa application, you must pay the fee first. In some countries, the fee is charged only after the visa application is successful. Generally speaking, immigrant visa fees are slightly higher and non-immigrant visa fees are slightly lower. There are also some countries and regions that are visa-free.

Passport is a legal document issued by a country to prove the nationality and identity of its citizens when they enter and leave the country and travel or stay abroad. The word Passport means port pass in English. In other words, a passport is a passport for citizens to pass through international ports in various countries. Therefore, some countries in the world usually issue passes instead of passports.

Personal applications are only for personal ordinary passports, and there are no travel passports and work passports, which are distinguished by visas.

What are the procedures for applying for a personal passport?

China citizens who apply for ordinary passports for personal reasons must apply to the exit-entry administration department of the municipal or county public security bureau where their household registration is located. The general procedure is:

(1) Receiving the Exit Application Form:

I (or entrusted relatives and friends) must bring the following materials and certificates when receiving the "Application Form for Exit of China Citizens" from the exit and entry administration department of the public security organ where the account is located:

1 hukou book;

2 ID card or other household registration certificate;

③ Work permit (retirement certificate);

④ Relevant materials (invitation letter, guarantee letter, etc.). ) related to the reason for leaving the country; Passport processing flow ⑤ Letter of introduction.

(2) Fill in the Application Form for Exit of China Citizens:

(1) Before filling in the form, first of all, read the contents and instructions in the form carefully. If there is anything you don't understand, you should ask the staff of the input management department or help fill it out through relevant consulting services; (2) The application form must be filled in with a pen, and the handwriting should be correct and clear, and it is not allowed to scribble or alter;

(3) This form is in quadruplicate, all of which must be filled in, and the contents of each copy must be consistent;

(4) The application number is printed in the upper right corner of the form (the numbers of the four forms are the same), and the applicant must keep it in mind for future enquiries;

⑤ The name of the country or region I applied for should be filled in the brackets after the title;

6. The public security bureau and police station where the household registration is located must fill in according to the records in my household registration book;

⑦ Requirements of each column in the application form.

In the "Name" column, the name of the applicant must be consistent with the records in my ID card and household registration book, and must be written in standardized Chinese characters. It is not allowed to change the name at will or fill in an alias. The column "translated names in foreign languages" must be spelled in Putonghua according to the Chinese phonetic alphabet of my Chinese name. When writing, the surname and the first name are divided into two parts, the surname comes first and the first name comes last. Last name and first name cannot be written together. The compound surname is written continuously, but it must also be written in two parts with the name; Names of minority languages must be translated and transcribed in Chinese phonetic alphabet names according to the pronunciation of minority languages; If some applicants' names have other spellings, they can apply to be added to the remarks page.

The column of "ID number" shall be filled in according to the number in my official ID card issued by the public security organ, and the number in temporary id card shall not be filled in. Applicants who have not applied for a resident identity card can leave this column blank or fill in "None".

The column "Date of Birth" must be consistent with the date of birth (including year, month and day) recorded in the household registration book and ID card.

The "place of birth" column must be consistent with the records in my household registration book. If I was born in China, please fill in the province or autonomous region or municipality directly under the Central Government, or Hongkong, Macau and Taiwan Province; If born abroad, fill in the Chinese name of the country of birth.

The column of "native place" must be consistent with the records in the household registration book.

The "nationality" column must be consistent with the records in the household registration book.

In the column of "marital status", one of the four situations of "married", "unmarried", "divorced" and "widowed" must be filled in according to my actual situation.

"Education" column, according to my highest education.

In the column of "political outlook", you must fill in "masses", "league members", "China party member" or "democratic parties" according to your actual situation.

"Work unit" column should fill in the full name of my work or study unit. If there is no work unit, you can fill in "retired", "resigned", "dropped out of school" and "unemployed".

In the column of "Position", I must fill in my current actual position or my occupation.

"Title" column should be filled in according to my professional and technical title actually evaluated by relevant departments. If there is no evaluation title, you don't have to fill it in.

In the "Address" and "Telephone" columns, whether it is the address and telephone number of the work unit or the address and telephone number of the home address, you must fill in the detailed address, including the name, house number and postal code of the district, county, township, street and lane. In the column of "My Resume", you must fill in the main education and work experience since primary school, including the beginning and end date, the name of the company and my position. , and fill in the form continuously until the date of filling in the form, without time interval or interruption.

In the column of "reasons for leaving the country", fill in "visiting relatives", "visiting friends", "traveling", "settling down", "studying abroad" and "studying" according to my actual reasons for leaving the country and the invitation letter.

In the column of "one-way or two-way", except for the settlers who go abroad, those who go abroad for other reasons should fill in "two-way".

In the column "/kloc-children under 0/6", if adults and children apply for the same passport, this column must be filled in. If you apply for a passport separately, you don't need to fill it out.

In the column of "economic guarantee and economic guarantor during overseas period", the name, age, nationality or place of origin of the guarantor, and his relationship with himself, etc. Should be filled in. Fill in the name (full name) of the school studying abroad in the column of "self-funded school studying abroad". Passport "international student category" should be filled in according to the nature of my study abroad, "study abroad" means studying abroad, "college" means attending colleges, and "study abroad" means attending universities or receiving education above universities.

Fields such as "major studied", "degree studied", "academic year" and "commencement date" should be filled in according to the relevant contents stipulated in the "Admission Notice" issued by schools outside the country (territory).

In the column of "main relatives and friends at home and abroad", domestic relatives and friends mainly refer to immediate relatives and close relatives, while foreign relatives and friends are mainly in close contact, and foreign addresses must be filled in (both in Chinese and English).

In the "Remarks" column, you must fill in the reasons or credentials for applying for a passport, such as the "letter of appointment" or "contract letter" for working abroad; Fill in the "Admission Notice" and "Economic Guarantee" for studying abroad; Fill in the "invitation letter" to visit relatives and settle abroad.

(3) Submit an application form for China citizens to leave the country:

(1) After completing the Application Form for Exit of China Citizens as required, it must be stamped by the Party Committee or the personnel and security department of the unit. If unemployed, it must be stamped by the street office or the police station; If it is a rural household registration, it must be stamped by the first-level department of the rural township party Committee;

(2) A letter of introduction issued by an individual applying for going abroad (also issued by the unit stamped with the application form), and the letter of introduction desk will write the agreed contents in the exit-entry administration department of the local public security organ.

(3) Take a good passport photo (generally a small two-inch black-and-white or color bareheaded front photo in the last three months) and post it on the China Citizen Exit Application Form as required. In addition, prepare at least 2~3 other photos of the same, and write my name on the back of the photos;

Prepare a copy of the invitation letter, guarantee letter, admission notice and other relevant documents and materials for going abroad;

⑤ Prepare my household registration book, ID card, work permit or other household registration certificate, or student ID card, unemployment certificate, retirement certificate, resignation certificate and professional title certificate.

⑥ Submit the completed Application Form for China Citizens to Leave the Country, foreign invitation letter (passport for going abroad), guarantee letter, company introduction letter, household registration book, work permit, student ID card or unemployment certificate, retirement certificate, ID card and my photo, etc. Exit-entry administration department of public relations organs. If you apply for an expedited passport for special reasons, you must indicate it when submitting the materials.

⑦ Waiting for passport:

After accepting the application form and corresponding materials submitted by the public security organ and examining them, the exit-entry administration department of the public security organ may make a decision on whether to approve the applicant's passport application, and generally notify the applicant within 30 days (within 60 days in case of inconvenient transportation or remote, and within one week in case of emergency). Be sure to remember my application number when handing in the form for inquiry.

(8) Get a passport:

The public security organ must go through the process of examining and making a passport when accepting my passport application materials. Applicants can wait patiently within the specified time, and collect their passports and exit registration cards at the agreed time when submitting the materials or after receiving the notice from the public security organs.

Article 5 of Chapter 2 of the Detailed Rules for the Implementation of the Law on Exit and Entry of Citizens of People's Republic of China (PRC) stipulates that: if the applicant fails to receive the notice of the examination and approval result within the specified time, he has the right to inquire, and the accepting department shall give a reply; If the applicant thinks that the disapproval of exit does not conform to the Law of People's Republic of China (PRC) on the Administration of Exit and Entry of Citizens in China, he has the right to lodge a complaint with the public security organ at the next higher level, and the administrative organ shall handle it and sign it. If the applicant encounters such a situation, it can be handled in accordance with this regulation.
