On December 1, the first year of Kant (1934), after the puppet Manchukuo was transformed into an imperial system, local administrative structure reforms were implemented and the Sanjiang Provincial Office was established. Jiamusi became the seat of the Sanjiang Provincial Office. At the same time, the Huachuan County Office was again moved to Since then, this place has become the political center of the province and county. Jiamusi's superior geographical location made it not only the political center at that time, but also an economic center and a hub of waterway transportation. With the successive construction of various institutional facilities, Jiamusi has begun to take shape as a city. In September of the fourth year of Kant (1937), the Jiamusi City Preparatory Office was set up in the Sanjiang Provincial Office. On December 1 of the same year, after the extraterritoriality was revoked, Jiamusi City was officially established. In the thirty-fourth year of the Republic of China (1945), Northeast China was recovered. On June 5, the 36th year of the Republic of China (1947), a new provincial plan was announced to change Northeast China into nine provinces, which would make Sanjiang a puppet province. The two provinces of Dong'an were merged into Hejiang Province, and Jiamusi City was the capital of Hejiang Province. After the liberation of the country, the three eastern provinces were restored, and Jiamusi City was affiliated to Heilongjiang Province and was a county-level city.
