(3) Grassroots Party organizations are weak and lax. Some grass-roots organizations and village cadres are lax and weak, and their subjective will to lead the masses to eradicate poverty is not strong and their leadership ability is insufficient. There are not many ways to guide the masses to get rich, and it is difficult to meet the needs of rural revitalization today.

(D) The development of education in Dashi Mountain area is lagging behind. Helping the poor first helps the wisdom. Judging from the education level of the poor people in Dashi Mountain area, the education level of primary and secondary schools still accounts for a considerable proportion. The local economy is weak, teachers are scarce, the education management mechanism is imperfect, and the poor people have limited ability to educate their children, which hinders the speed and level of local education development. School-age students who receive compulsory education drop out of school from time to time, and the phenomenon of "intergenerational transmission of poverty" continues to appear, which makes poor households fall into a vicious circle of "poverty inheritance"

(E) The model of poverty alleviation and relocation of immigrants failed to achieve the expected poverty alleviation effect. Immigrants' poverty alleviation is an important poverty alleviation measure, an important part of poverty alleviation and development work, and an effective way to fundamentally improve the production and living conditions of poor people. However, due to many reasons, such as people's thoughts and relocation policies, people with practical difficulties are unwilling and afraid to move, and the occupancy rate of resettlement areas is low, and the follow-up development of ex-situ immigrants' poverty alleviation and relocation lags behind.
