Application conditions

Mainland residents who need to settle in Hong Kong and Macao under any of the following circumstances may apply for a pass to and from Hong Kong and Macao:

(1) Mainland spouses of persons who have settled in Hong Kong or Macao and their accompanying children under the age of 18 need to go to Hong Kong or Macao to reunite with their families;

(2) A child with China nationality born to a China citizen among Hong Kong and Macao residents in the Mainland, whose parents or one of them has obtained permanent resident status in Hong Kong or Macao according to law at the time of birth and needs to settle in Hong Kong or Macao;

(3)/kloc-under the age of 0/8 (including birthday) and needs to rely on parents in Hong Kong or Macao;

(4) 18 years old, under 60 years old, parents have settled in Hong Kong or Macao, and no children are in Hong Kong or Macao, all of whom are over 60 years old and need their care;

(five) over 60 years of age and no children in the mainland, need to take refuge in Hong Kong or Macao 18 years of age or older children;

(six) special circumstances need to settle in Hong Kong or Macao.

The term "no children from Hong Kong or Macao" in item (4) refers to children who do not have permanent resident status in Hong Kong or Macao, or who have been approved by the exit-entry administration department of the public security organ to settle in Hong Kong or Macao. The term "no mainland children" in item (5) refers to children who have no permanent right of abode in the Mainland.

Application material

(1) Submit an application form for mainland residents to settle in Hong Kong or Macao; Children of permanent residents of Hong Kong and Macao shall submit an Application Form for China Children Born in the Mainland of Hong Kong and Macao to Settle in Hong Kong and Macao;

(2) Submit photos of the applicant and relevant personnel from Hong Kong and Macao that meet the standards of the Guidelines for Photographing Entry and Exit Documents, and children of Hong Kong and Macao permanent residents should also submit photos of their mainland parents that meet the standards of the Guidelines for Photographing Entry and Exit Documents;

(3) Submit the applicant's original household registration book and ID card, and submit a copy. /kloc-If you are under 0/6 years old and have not applied for a resident ID card, you do not need to submit a resident ID card and a copy. /kloc-under the age of 0/8, the guardian's consent to settle in Hong Kong or Macao shall be submitted, and the household registration book, birth medical certificate, guardian's original ID card and other guardianship certificates shall be submitted, and a copy shall be submitted;

(4) Submit the original identity card of Hong Kong or Macao residents and the Hong Kong and Macao residents' passes to and from the Mainland, and submit a copy. If the persons involved in Hong Kong and Macao are of foreign nationality, the original permanent identity card and foreign passport of Hong Kong or Macao shall be submitted for examination, and a copy shall be submitted; If the persons involved in Hong Kong and Macao are stateless, submit the permanent identity card of Hong Kong or Macao and the identity certificate of Hong Kong visa, and submit a copy. Children of Hong Kong and Macao permanent residents should also submit their parents' original household registration books and identity cards in the Mainland, and submit copies;

(5) State functionaries (including those engaged in public service in state organs, those engaged in public service in state-owned companies, enterprises, institutions and social organizations, and other persons engaged in public service according to law) shall, in accordance with the personnel management authority, submit the opinions issued by their units or higher-level competent units agreeing to settle in Hong Kong and Macao. Mainland residents who fail to apply for passports as required must also issue relevant certification materials in accordance with relevant regulations;

(six) submit the application materials corresponding to the application:

1. In case of the circumstances specified in Item (1) of the application conditions, a marriage certificate and a statement that the spouse agrees to settle in Hong Kong or Macao for the purpose of family reunion shall be submitted. If there are accompanying children, proof of the relationship between parents and children should be submitted at the same time. Applicants who register for marriage abroad need to submit a marriage certificate or marriage certificate certified by Chinese embassies (consulates) abroad;

2. In the case specified in Item (2) of the application conditions, submit the permanent identity card of Hong Kong or Macao of the father or mother, the proof of the relationship between parents and children, and the marriage certificate of parents;

3. In case of any of the circumstances specified in Item (3) of the application conditions, submit the proof of the relationship between parents and children and the parents' marriage certificate;

4. In case of any of the circumstances specified in Item (4) of the application conditions, a certificate of parent-child relationship, a marriage certificate of parents, a certificate that parents have no children in Hong Kong or Macao, and a statement that parents agree to settle in Hong Kong or Macao;

5. In case of any of the circumstances specified in Item (5) of the application conditions, a statement showing the relationship between parents and children, the fact that parents have no children in the Mainland, and that children from Hong Kong and Macao agree to settle in Hong Kong or Macao and fulfill their maintenance obligations;

6. In case of the circumstances specified in Item (6) of the application conditions, the certificate corresponding to the specific special circumstances shall be submitted.

(seven) the relationship between parents and children belongs to the following circumstances, but also need to perform the following procedures:

1. If the applicant is under the age of 18, born out of wedlock or his parents are divorced, and his father (mother) is about to settle in Hong Kong or Macao, he/she shall submit a legal and valid certificate of his/her upbringing by his/her father (mother) who is about to settle in Hong Kong or Macao, and a statement that his/her guardian agrees to settle in Hong Kong or Macao;

2. If the applicant is born out of wedlock and cannot provide proof of paternity, or the paternity is in doubt, the paternity test shall be conducted in the hospital or institution designated by the exit-entry administration department of the provincial public security organ; Applicants for children born out of wedlock of permanent residents of Hong Kong and Macao or children with questionable paternity shall conduct paternity tests in institutions designated by the State Immigration Bureau;

3. If the applicant or the related person from Hong Kong and Macao belongs to the adopted child, the following legally effective adoption certificate and a copy thereof shall be submitted:1March 3, 9921If the adoption relationship was established before, the adoption notarial certificate issued by the notary department at or above the county level when the adoption relationship was established shall be submitted. 1 April 9921to1July 3, 9991Submit the adoption certificate issued by the civil affairs department of the people's government at or above the county level or the adoption certificate issued by the notary department at or above the county level for review. 1If the adoption relationship is established after August 0, 999, the adoption registration certificate issued by the civil affairs department of the people's government of a municipality directly under the central government, a city divided into districts, an autonomous prefecture or the civil affairs department of the regional (Union) administrative office at the time of the establishment of the adoption relationship shall be submitted. When establishing an adoption relationship, if the applicant and Hong Kong and Macao are both mainland residents, the adoption registration certificate issued by the civil affairs department of the people's government at or above the county level or the adoption notarization certificate issued by the notary department at or above the county level shall be submitted.

(8) Other supporting materials deemed necessary by the exit-entry administration department of the public security organ.

Original and photocopy of relevant certificates are required. The application materials are issued by institutions outside the country (territory) and need to go through corresponding notarization and authentication procedures to confirm their legality. Relevant notarization and authentication materials shall be provided. If the application materials are not expressed in Chinese, a notarized or qualified translation agency shall submit the Chinese translation.

Go through the basic formalities

(a) the applicant and the relevant personnel of Hong Kong and Macao * * * submit application materials to the accepting institution and accept interviews and inquiries.

(2) If the accepting institution meets the application conditions, the application materials are complete and conform to the statutory form, it shall issue a "Receipt for Accepting the Application for Travel Permit between Hong Kong and Macao" to the applicant; If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be informed in writing of all the materials that need to be supplemented and the deadline for submission; Do not belong to the scope of responsibilities of the department or do not meet the acceptance requirements, shall not be accepted, and explain the reasons to the applicant.

(3) For an application that meets the application conditions and reaches the examination and approval score, the examination and approval department shall publicize the list of personnel at the reception place of the exit-entry administration department of the public security organ responsible for accepting and examining, and accept the supervision of the masses. The publicity contents include the applicant's name, gender, date of birth, reasons for application, scores, etc. The publicity time is 10 working days.

(four) the examination and approval personnel according to the examination and approval, and according to the score of the applicant, in turn for examination and approval. If a mainland resident is approved to settle in Hong Kong or Macao, the examination and approval department shall issue a Notice of Approval for Mainland Residents to Apply for Settlement in Hong Kong/Macao (hereinafter referred to as the Notice of Approval for Settlement) for the applicant, and the applicant shall go through the formalities of canceling the account and handing in the resident identity card with the Notice of Approval for Settlement. If it is not approved, it shall issue a decision not to approve the application of mainland residents to settle in Hong Kong and Macao.

(five) the applicant shall go through the formalities of canceling the account with the notice of approval and hand in the resident identity card. The exit-entry administration department of the public security organ shall issue a passport to Hong Kong and Macao for the applicant with the certificate of cancellation of the registered permanent residence and resident identity card submitted by the applicant, and collect or cancel its valid entry-exit certificate for mainland residents according to law.
