Shangli Town has a long history. According to the records of the remaining cultural relics in China, the ancient town was originally named "Luo Sheng", which means the post station and gateway on its ancient road and the gateway to Bashu Plain.

The early ethnic groups in Shangli were concentrated, mainly the local Bashu ethnic group-Qingyi Qiang. Shangli Town is located in the north of Yucheng District, Ya 'an City, Sichuan Province.
