How do 60-year-olds get American tourist visas from other places?

Tourist applicants require applicants to be below 14, over 80 years old and have no history of visa refusal in the United States. Application material

(1) business tourist visa:

1. A valid passport with a validity period of at least six months beyond the scheduled stay.

3. Confirmation page of DS-160 form.
