Regulations of Ningxia Hui Autonomous Region on Voluntary Service (revised on 20 19)

Chapter I General Provisions Article 1 In order to promote the healthy and orderly development of voluntary service, cultivate and practice socialist core values, and promote the progress of social civilization, these Regulations are formulated in accordance with relevant laws, the State Council's Regulations on Voluntary Service and other administrative regulations, combined with the actual situation of the autonomous region. Article 2 These Regulations shall apply to voluntary services and activities related to voluntary services carried out within the administrative area of this Autonomous Region.

The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge. Article 3 The people's governments at or above the county level shall incorporate voluntary service into the national economic and social development plan, reasonably arrange the funds needed for voluntary service, formulate measures, encourage various forms of voluntary service activities, and promote the development of voluntary service. The civil affairs departments of the people's governments at or above the county level shall be responsible for the administrative work such as the registration of volunteers, the registration of voluntary service organizations, and the investigation and punishment of illegal acts within their respective administrative areas. Education, cultural tourism, health, ecological environment, emergency management and other departments are responsible for volunteer service related work according to their respective responsibilities.

Township people's governments and sub-district offices are responsible for organizing, coordinating and promoting voluntary service in urban and rural communities. Article 6 The whole society should respect and support volunteers and voluntary service organizations to carry out voluntary service activities and carry forward the spirit of dedication, friendship, mutual assistance and progress.

The spirit of voluntary service should be embodied in the formulation of civic conventions, village rules and regulations, industry norms and student behavior norms.

Radio, television, newspapers, internet and other media should carry out voluntary service publicity activities, spread the culture of voluntary service and carry forward the spirit of voluntary service. Chapter II Volunteers and Voluntary Service Organizations Article 7 Volunteers as mentioned in these Regulations refer to natural persons who engage in voluntary service with their own time, knowledge, skills and physical strength.

The term "voluntary service organization" as mentioned in these Regulations refers to a non-profit organization established according to law for the purpose of voluntary service.

Encourage volunteers to join voluntary service organizations. Article 8 Volunteers shall have the capacity for civil conduct. A person with limited capacity for civil conduct may, with the consent of his guardian, participate in voluntary service activities suitable for his age, intelligence and physical and mental health. Ninth volunteers can register through the volunteer service information system or volunteer service organizations. After being registered by a volunteer service organization, the volunteer service organization shall timely input relevant information into the volunteer service information system.

The basic personal information provided by volunteers should be true, accurate and complete.

Volunteer service organizations and other organizations that carry out volunteer service activities shall not register volunteers against their own wishes. Tenth voluntary service organizations shall be registered according to law, and the civil affairs departments of the people's governments at or above the county level shall provide convenience for the registration of voluntary service organizations. Eleventh volunteer service organizations can recruit volunteers through the volunteer service information system or other appropriate means. When recruiting volunteers, information such as service content, volunteer conditions and number of recruits. It should be announced to inform the possible risks and risk prevention measures in the process of voluntary service. Article 12 A voluntary service organization shall establish a volunteer and volunteer service file, truthfully record the basic information of volunteers and the basic contents of volunteers' participation in volunteer service activities, as well as information such as training, reward and evaluation, and enter it into the volunteer service information system according to a unified information data standard to realize data interconnection.

Volunteers need proof of volunteer service records, and the volunteer service organization shall issue them free of charge, truthfully and timely according to the volunteer service records. Thirteenth voluntary service organizations can set up trade organizations according to law. Voluntary service industry organizations should strengthen industry self-discipline, reflect industry demands, promote the integrity construction and industry exchanges of voluntary service organizations, safeguard the legitimate rights and interests of members, and promote the development of voluntary service. Encourage giving priority to providing voluntary services for the disabled, minors, the elderly and other groups. Sixteenth volunteers can participate in voluntary service activities carried out by voluntary service organizations, and can also carry out voluntary service activities according to law. Seventeenth organizations or individuals who need voluntary service can publish demand information through the voluntary service information system, or they can submit oral or written applications to voluntary service organizations to inform them of the true, accurate and complete information about their need for voluntary service and the possible risks. Voluntary service organizations shall verify the relevant information and give a timely reply.

Volunteers, volunteer service organizations and volunteer service objects can sign agreements as needed to clarify the rights and obligations of both parties.
