"Comprehensive Land Price of Land Expropriation Area in Jiangxi Province" and "Unified Annual Output Value Standard of Land Expropriation for Counties (Cities, Districts) in Jiangxi Province" have been approved by the provincial government and are hereby promulgated, and shall come into force as of March 1 day, 2009. The relevant issues are hereby notified as follows:
First, fully understand the significance of implementing the new compensation standard for land acquisition. Implementing a unified standard of annual output value of land acquisition and comprehensive land price in different regions is an important measure to implement a series of central decisions on strict land management and effective protection of cultivated land, further strengthen and improve land acquisition compensation, solve outstanding problems such as low compensation standard and arbitrariness in current land acquisition work, and safeguard the legitimate rights and interests of land-expropriated farmers, which is of great significance to ensuring healthy economic and social development and maintaining social harmony and stability. All localities and relevant departments should fully understand the significance of implementing the new compensation standard for land expropriation, widely publicize the principles, basis, level and related contents of formulating and implementing the new compensation standard for land expropriation to the society through various local media and forms, and publish the new compensation standard for land expropriation locally to make it a household name.
Two, seriously organize the implementation of new compensation standards for land acquisition. The new compensation standard for land expropriation consists of land compensation fee and resettlement fee, excluding young crops compensation fee, ground attachments compensation fee and social security fee. After the publication of the new land requisition compensation standard, all localities should implement land requisition compensation in accordance with the principles of the same place and the same price, coordination and balance, and openness and transparency. 2. The unified annual output value standard of land requisition is applicable to the compensation calculation of collective agricultural land and paddy field. Compensation calculation for expropriation of other collective agricultural land, collective construction land and unused land shall be implemented with reference to the following correction factors:
(1) Vegetable fields, orchards, tea gardens, artificial high-yield oil tea gardens, cotton fields and intensive fish ponds shall not be less than1.0;
(2) Dry land and homestead shall not be less than 0.5;
(3) Woodland and other agricultural land and other collective construction land shall not be less than 0.25;
(4) The unused land shall not be less than 0.15;
