Aino claims that by 2050, Kiribati Islands will no longer be suitable for human habitation due to rising sea level and salinization of fresh water caused by climate change. In June 2008, Aino said that things "have reached an irreversible stage" and "it is painful to consider the possibility of leaving this country, but we have to do so."

Ainote's plan for nationals is to go to other countries to train their skills, so that Kiribati people can make some contributions to their communities after emigrating in the future, instead of just being "environmental refugees". No country responded to Kiribati's immigration plan. Only former Zambian President Mwanawasa once said that Zambia had enough space for Kiribati immigrants to live, but he died suddenly in August 2008.
