At present, the concrete construction plan of Caofeidian iron and steel project is being worked out, and the pre-project working group composed of Shougang and Tangshan Iron and Steel Co., Ltd. has started work. According to the document requirements of the National Development and Reform Commission, "Shougang and Tangshan Iron and Steel Co., Ltd. will submit the feasibility study report of the project, which will be jointly submitted by Beijing and Hebei Province, and submitted to the State Council for approval after being demonstrated by the National Development and Reform Commission".

Brief introduction of Caofeidian project

Caofeidian is located on the west bank of Bohai Bay in the south of Tangshan, between Tianjin Port and Jingtang Port. It is the most obvious feature and advantage of Caofeidian, which provides unique conditions for the development and construction of large-scale deep-water ports and port-facing industries.

First, Caofeidian's unique natural geographical characteristics and location advantages

Caofeidian is a belt-shaped sand island, about 20 kilometers away from the mainland coastline, extending 500 meters forward from the store head, with a water depth of 25 meters. The deep groove in front of the store head reaches 36 meters, which is the deepest part of the Bohai Sea. From Caofeidian to the Bohai Strait, there is a natural waterway with a water depth of 27 meters, which leads directly to the Strait and to the Yellow Sea. The natural combination of waterway and deep trough constitutes the unique advantage of Caofeidian in building a large-scale deep-water port. The 30-meter-deep coastline here is 6 kilometers long, and it is not frozen or silted. It is the only natural port site in Bohai Sea where 300,000-ton berths can be built without excavating navigation channels and harbor basins.

Caofeidian Island has a vast back beach, which is connected with the land, with a low tide area of 30 square kilometers and a zero-meter water depth line area of 1.50 square kilometers, providing sufficient land for the industrial layout of the port and the development and construction of the city.

Caofeidian is adjacent to the Beijing-Tianjin-Hebei urban agglomeration, 80km north of Tangshan, 220km north of Beijing, 20km west of Tianjin 120km and 70km east of Qinhuangdao 170km. Its industrial layout is centralized, its economic hinterland is vast, its products are abundant and its logistics is developed. Facing the trend of complementary resources and economic integration between the north and the south of China, the development and construction of Caofeidian Port will build new regional advantages, open up new industrial space and build a new pattern of economic development.

The transportation network behind Caofeidian is developed, with four national railway trunk lines, namely Jingshan, Qin Jing, Daqin and Tongtuo, running through the east and west, and local railways, namely Tangzun, Beishui and Tuogang, running through the north and south. The Beijing-Shenyang Expressway and the expressway around the city form a network, which can build the most economical and convenient rear transportation system for Caofeidian Port and will play an important role in the construction of the "North Coal Transportation to the South" corridor.

Second, Caofeidian project planning

The development and construction of Caofeidian will be based on domestic and foreign resources and two markets, giving full play to the advantages of existing industries, technologies and resource allocation in the hinterland, focusing on the "big four" leading industries such as big wharf, big steel, big chemical industry and big electric energy, and the related industries will be combined and laid out, and the three industries will develop in a coordinated manner.

According to this plan, the overall development and construction of Caofeidian is divided into short-term and long-term projects. The main work includes:

1. Use Caofeidian natural port site to build four 250,000-ton ore terminals, two 300,000-ton crude oil terminals, 16 5-654.38+ 10,000-ton coal terminals and 654.38+0 6,543.8+10,000-ton liquefied natural gas terminals.

According to the principle of "one construction and two standby", the first phase of the project will build two 250,000-ton imported ore terminals with an annual handling capacity of 30 million tons and a total investment of 2.7 billion yuan. In the second phase, two 250,000-ton ore docks will be built, and finally four ore docks will be built, forming a capacity of 60 million tons.

Construction of two 300,000-ton crude oil terminals with an annual handling capacity of 38 million tons and a total investment of 654.38+0.5 billion yuan; At the same time, the first crude oil storage and oil pipeline will be built to expand the national strategic crude oil reserve capacity1000 ~150,000 tons.

According to the needs of capacity expansion and diversion of Daqin Railway, it is planned to build 16 coal berths with an annual capacity of 200 million tons. Eight berths will be built in the first phase, with a coal launching capacity of 654.38 billion tons and an investment of 7.7 billion yuan.

Construction of Caofeidian 1 10,000-ton LNG receiving station and supporting facilities such as receiving stations and pipelines, with an annual loading and unloading capacity of 6 million tons and a total investment of about 9 billion yuan.

2. Relying on the overall relocation of the imported ore terminal and Shougang, Shougang and Tangshan Iron and Steel Co., Ltd. jointly built a production base of/kloc-0.5 million tons of fine steel in Caofeidian, with a total investment of 63.5 billion yuan in the first phase of the project. Products for a long time to automobiles, household appliances, construction, shipbuilding, pressure vessels and other countries imported high-quality plates.

3. Based on the imported crude oil terminal, build a crude oil reserve base of 6.5438+0.5 million tons in North China. At the same time, an integrated project of 654.38+0,000,000 tons of oil refining and 654.38+0,000,000 tons of ethylene refining will be built with imported crude oil, with a total investment of 27.3 billion yuan.

4. Relying on the "North Coal Transportation to the South" and the capacity expansion and diversion project of Daqin Line, a large coal-fired power plant of 4.6 million kilowatts was built by using Caofeidian deep trough seawater cooling, and central heating was implemented in the industrial zone. The project includes two parts: one is to invest182.2 billion yuan to build four ultra-supercritical coal-fired generating units with installed capacity1000 MW; The second is to use imported LNG and invest 2.5 billion yuan to build two 300MW gas-fired thermal power units.

According to the idea of circular economy development, in order to realize the most effective utilization of industrial cluster resources and "zero emission" of pollutants in industrial areas, on the basis of building the above four leading industries, the comprehensive utilization of resources and the reuse of industrial wastes are planned and implemented at the same time, including: the iron and steel industry extracts coal tar from coke, builds 300,000 tons of coal tar deep-processing equipment, and develops coal chemical and deep-processing products; Using industrial waste residue of iron and steel plant to build a project with an annual output of 2.4 million tons of slag ultrafine powder; The seawater desalination project is built by cooling seawater from power plants, and the desalted concentrated brine is processed and used in chlor-alkali industry.

Third, supporting infrastructure construction in Caofeidian

In order to accelerate the overall development of Caofeidian, the city began to build supporting infrastructure projects in Caofeidian in 2003. At present, all the work has been fully carried out. Access road, Qinglin highway, power supply, communication project and ore wharf project will be completed and put into operation before the end of the year, and water supply project, port dredging railway project and land reclamation project of iron and steel plant will also be completed before the end of 2006. Details are as follows:

1, Caofeidian Tong Road Project. From linquebao to Caofeidian Island, the total length is 18.4 km. The project officially started in March 2003, and the whole line was completed at the end of May 2004. By the end of September, all the main parts of the project had been completed, with an accumulated investment of 264 million yuan.

2. Qinglin Highway Project. Tanggang Expressway Qingtuoying exit to Linquebao, with a total length of 52.3 kilometers, is a standard first-class highway with a total investment of 560 million yuan. The project started in September 2002. Up to now, the main works of subgrade and bridge and culvert have been completed, and asphalt pavement will be laid one after another this year.

3. Power supply project. According to the plan, it will be built in two phases. In the first phase, in order to ensure the power supply during the production of ore terminals and the construction of steel mills, the 1 100 kV line is 68km from the 220 kV substation in Nanpu Development Zone, and a 2×20000 kW substation is built in Caofeidian. In the second stage (after the steel plant is completed and put into production), 220kV power supply will be provided to Caofeidian from Angezhuang 500kV substation. At present, the first phase of the 1 10 kV power supply line has started construction, and the conditions for power transmission to the ore terminal are available at the end of June.

4. Communication engineering. The initial construction plan is to establish two modular bureaus with a total production capacity of 4,000 units and a total investment of 28.7 million yuan. At present, the communication optical cable from Tanghaiwu Farm to Linquebao has been erected, GSM and CDMA mobile communication base stations have been established in Linquebao and Caofeidian respectively, and wireless signals cover the whole island. Linquebao has opened 608 broadband and narrowband switches and has been put into operation.

5. Ore wharf project. In the first phase, two 250,000-ton ore docks and two trestles will be built, and the yard will be filled with 2 square kilometers. The total investment is estimated to be 2.7 billion yuan (excluding railway investment). The project started construction in March 2004. Up to now, the accumulated investment is 900 million yuan. Single machine installation and debugging will be carried out in June, and continuous debugging will be carried out in June, 165438+ 10, and the production capacity will be available before the end of the year.

6. Water supply project. The project includes water intake project, water conveyance project, water purification project and water distribution project, with an annual water supply of 82 million cubic meters. Douhe reservoir is the water source, with a distance of 95 kilometers and a total investment of 780 million yuan. At present, the project has completed the installation of the 23km pipeline from Tang Haixian to Linquebao. 3 1 km of pipeline foundation from Tanghai to Fengnan section.

7, steel plant land reclamation project. With a total area of 20 square kilometers, it will be built in two phases, with the first phase of land reclamation 1 1.95 square kilometers, and the amount of land reclamation is 54.68 million m? The total investment is 654.38+387 million yuan. At present, the land reclamation by hydraulic fill has been fully launched. It is planned to invest 800 million yuan during the year to complete the dike 1.997654+0 meter, and fill 34 million square meters, forming a land area of 6 square kilometers. Before August 2006, the first phase 1 1.95 square kilometers of reclamation will be completed.

8. Shugang Railway Project. The project connects Luannan Station, passes through Luannan County, Tang Haixian and Caofeidian Island, and is built according to the national railway grade I and single-track standard (double-track electrification conditions are reserved). The total length of the line is 75km, including 54 km on land and 2 1km on sea. The estimated total investment of the project is 654.38+0.4 billion yuan. At present, the Ministry of Railways has completed the feasibility study review, completed the construction drawing design in April 2005, and plans to start construction in May 2005 and put into operation in June 2006.
