Conditions for the establishment of Europa's 4 colony

The conditions for establishing colony 4 of Europa Press are as follows:

1. Players must colonize 5 provinces.

2. Players' colonies must be located next to other players' colonies or colonies.

3. Players must meet the administrative ability and naval power needed to establish colonial collars.

4. Players must colonize in their own colony, and cannot establish colonial collars in other players' colonies or colonial collars.

5. If the player wants to establish colonial territory in the colony, the colony must meet special conditions, such as estuary, inland trade center and natural harbor.
