In order to further facilitate the exchange of Chinese and foreign entry-exit personnel and promote the service of opening to the outside world, the State Administration of Immigration has further adjusted and optimized the following entry-exit management policies and measures since May 15, 2023. The announcement is as follows:

First, fully resume the implementation of the "national general office" for mainland residents to travel to and from Hong Kong and Macao. Mainland residents can submit an application for endorsement of group travel to Hong Kong and Macao to any entry-exit administration of public security organs in China, and the application procedure is the same as that of their domicile.

Two, the implementation of mainland residents to apply to Hong Kong and Macao to visit relatives, work and study documents "national". Mainland residents who intend to travel to Hong Kong and Macao for reasons such as visiting relatives, working, studying, seeking medical treatment, litigating, disposing of property, etc., may submit three types of endorsement applications corresponding to the application reasons to any exit-entry administration organ of the public security organ in China, and the application procedures are the same as those of the domicile.

Third, adjust the validity period of the stay endorsement for mainland students going to Macao. The exit-entry administration department of the public security organ issues a stay endorsement for mainland students studying in Macao institutions of higher learning. The longest validity period of the endorsement shall not exceed 1 year, and it shall be adjusted to be consistent with their study period in Macao.

Fourth, fully resume rapid customs clearance at ports. On the basis of the resumption of rapid border clearance at the ports adjacent to Hong Kong and Macao on June 5438+10.8, according to the pre-epidemic practices and standards, China citizens who hold ordinary passports of the People's Republic of China, passes to and from Hong Kong and Macao, passes to and from Taiwan, passes for Hong Kong and Macao residents to and from the mainland, mainland travel permit for taiwan residents (valid for 5 years) and valid entry and exit passes for multiple times a year are allowed; Foreigners who have held foreign passports and permanent residence permits for foreigners, foreign electronic passports and residence permits for foreigners for more than 6 months; China crew members working on scheduled international flights and foreign crew members who can enter the country visa-free or have completed crew members, employment visas or residence certificates for more than 1 year can pass the border inspection fast track.

Since February 6, 2023, people who have entered Hong Kong have no overseas (excluding Hong Kong and Macao) residence history within 7 days, and the test results of COVID-19 infected nucleic acid before leaving the country are negative, so they do not need to enter the country; If you have lived in a foreign country (excluding Hong Kong and Macao) within 7 days, the government of the Hong Kong Special Administrative Region will check the negative certificate of COVID-19 infected nucleic acid test 48 hours before your trip, and those who are negative will be allowed to enter the mainland (the baby under 3 years old will be exempted from nucleic acid test). Cross-border passenger transport units inform passengers of the above nucleic acid detection requirements at the time of ticket sales.

Exit-Entry Permit for Travelling to and from Hong Kong and Macau

Hong Kong and Macao passes need to carry relevant materials to the exit-entry administration department of the Public Security Bureau. I must provide my household registration certificate, including ID card and household registration book. In addition to the household registration certificate, students from different places need to provide materials corresponding to their identity, and students studying in colleges and universities need to provide certificates stamped with the official seal of the school and student ID cards. Employees are required to provide valid residence permit and social security certificate for one year or more.
