What does labor export mean?
After World War II, there was a large-scale labor export. In 1950s and 1960s, the economies of developed countries such as Western Europe, Northern Europe, the United States and Canada made great progress, and they urgently needed to supplement the labor force. Since the 1970s, the oil exporting countries in West Asia have risen, and large-scale capital construction also requires a lot of labor.

That is, China sends laborers to work abroad. According to the classification of the World Bank, it is a basic service, because it involves the international movement of labor, a factor of production.
There are basically two forms of labor mobility:
One is immigration. That is, the migration of people with working ability between countries;
The second is temporary labor mobility, that is, a country's labor force is engaged in short-term work abroad and returns home after the work is completed. This is the fastest growing and most important form of labor mobility. There are two kinds of temporary labor mobility: spontaneous and organized labor mobility. At present, the export of labor services in China basically takes the form that the state sends laborers to work abroad in an organized way.
