Outstanding achievements have been made in the development of the western region.

Through the joint efforts of the party and the people, great achievements have been made in the large-scale development of the western region. During this period, a number of key projects such as Qinghai-Tibet Railway, South-to-North Water Diversion Project, West-to-East Gas Transmission Project, North-to-South Coal Transportation Project, West-to-South Oil Transmission Project, West-to-East Power Transmission Project, West-to-East Cotton Transmission Project and South-to-North Vegetable Transfer Project have been put into operation or completed one after another.

First, accelerating development is the top priority. The state has continuously increased its support for the western region, and the economic and social development in the western region has been accelerating. By 2009, the state had started 70 key projects for the development of the western region, with a total investment of about 1 trillion yuan. The central government invested 550 billion yuan in financial construction funds, 750 billion yuan in financial transfer payments, and 3 10 billion yuan in long-term construction funds. State investment has stimulated social investment and promoted the rapid economic development in the western region. The profits of industrial enterprises in the western region have increased substantially, the economic benefits and self-development ability of the western region have been continuously enhanced, and the adjustment of industrial structure has achieved initial results.

Second, with the construction of infrastructure and ecological environment as a breakthrough, the basic problems of the large-scale development of the western region began to be solved. The CPC Central Committee and the State Council have chosen the construction of infrastructure and ecological environment, the weakest link in the western region and the bottleneck restricting the development of the western region for a long time, as a breakthrough, and put forward that we should strive to make breakthrough progress in the first decade of western development. By 2009, substantial progress has been made in infrastructure construction in the western region, and the protection and construction of ecological environment have been significantly strengthened. The West-East Gas Pipeline Project was put into commercial operation one year ahead of schedule, the task of transmitting electricity to Guangdong100000 kilowatts was completed ahead of schedule, and the Qinghai-Tibet Railway was paved one year ahead of schedule. By the end of 2005, 84.67 million mu of farmland had been returned to forests in the western region, and afforestation of barren hills and wasteland was completed115.79 million mu. The project of returning grazing to grassland has arranged to control 290 million mu of seriously degraded grassland. After several years of hard work, many projects have begun to exert economic, social and ecological benefits.

Third, adhere to the people-oriented guiding ideology, and the people's living standards in the western region have been continuously improved. In the large-scale development of the western region, the state attaches importance to major projects that have a bearing on the overall situation of the western region and small and medium-sized projects that have a bearing on the vital interests of the people, so that people of all ethnic groups continue to benefit. Oil transportation to the county, power transmission to the township and radio and television to the village have been basically realized. Projects such as county roads, rural drinking water, rural energy and ecological migration were actively promoted. The plan of tackling the two basic problems has been implemented steadily, the construction of public health facilities has been strengthened, and the income and living standards of urban and rural residents have been continuously improved.

Fourth, under the impetus of reform and opening up, the vitality of economic and social development in the western region has been continuously improved. Since the development of the western region, the state has regarded deepening reform and opening wider to the outside world as a powerful driving force and a major task for the development of the western region, actively promoted the reform of state-owned enterprises, and vigorously developed the mixed ownership economy. Local governments at all levels in the west actively encourage, support and guide the development of non-public economy such as individual and private enterprises, vigorously improve the market system, continuously improve the investment environment, and further broaden the fields of East-West cooperation and opening up.
