The Opinions put forward that the housing situation of low-income families in cities and towns, especially low-income families (housing assistance) and scattered support for the poor, should be guaranteed if they apply and meet the conditions. Meet the basic housing needs of people with housing difficulties through multiple channels; Further standardize the development of public rental housing, and strive to ensure that low-income and low-income families with housing difficulties in the region are guaranteed as much as possible, and that families with housing difficulties with lower-middle income in cities and towns are guaranteed within a reasonable waiting period.

In terms of housing security requirements for new citizens, we should adhere to the principle of doing what we can. According to the financial affordability, we will focus on ensuring public service industries such as sanitation and public transportation, young teachers, young doctors and other newly employed people without housing, and migrant workers with stable employment in cities and towns that meet the conditions of key development industries.

Eligible families, such as demobilized veterans (especially disabled veterans), special care recipients, rural one-child households, rural second sterilization households, widowed elderly people, former Kuomintang veterans, poor households with files and cards, and courageous people, have priority to enjoy the security of public rental housing.

The people's governments at or above the county level shall give priority to the protection of low-income families with disabilities who meet the conditions of affordable housing, and take care of disabled people with inconvenient living in lots and floors in housing allocation. Eligible low-income or severely disabled families are exempt from not less than 40% of the rent when renting public rental housing.

The ways to raise public rental housing include new construction, purchase, renovation and expansion, and long-term lease. If there is a demand for the physical supply of new public rental housing, the new commercial housing land projects listed for sale must be equipped with public rental housing according to the proportion of 5% ~ 10% of the total residential construction area of the construction project.

Pilot cities that use collective construction land to build rental housing can take the rental housing built with collective construction land as a long-term lease of public rental housing, and the lease term is generally not less than 5 years.

The "Opinions" require that the allocation method of public rental housing should be improved, and the ranking should be determined by comprehensive scoring and random drawing according to the housing, income, property and application time of the security object. Regularly check the use of public rental housing, regularly review the changes in the family population, housing and economic situation of the security object, and adjust the security methods and standards in a timely manner. Improve the exit management mechanism of public rental housing, and comprehensively use rent increase, access control, credit constraint, judicial investigation and other means to improve the efficiency of exit management for tenants who use public rental housing illegally or no longer meet the security conditions.

Reserve land is given priority to the construction of affordable housing.

In the implementation of various support policies, the Opinions put forward that one is to ensure land supply, the other is to strengthen financial security, and the third is to implement tax reduction and exemption policies.

Reserve land and recover state-owned land, giving priority to the construction of affordable housing. According to the financial affordability, rationally plan the construction of public rental housing, and co-ordinate all funds for the collection of public rental housing and the payment of rental subsidies; We will continue to implement preferential policies for government funds and administrative fees such as land use tax, stamp duty, deed tax, land value-added tax, property tax, value-added tax, personal income tax and supporting fees for urban infrastructure.

The Department of Housing and Urban-Rural Development of Guizhou Province said that it is necessary to speed up the improvement of the urban housing security system, which mainly focuses on public rental housing with rent and property housing with rent.
