Mainland residents travel to and from Hong Kong and Macao Special Administrative Regions for personal reasons, visit relatives, engage in business, training, employment and other non-official activities, and apply to the municipal and county public security exit-entry administration departments where their household registration is located. Go to Hong Kong and Macao with a pass and valid endorsement issued by the exit-entry administration department of public security. You don't need an endorsement to apply for the Hong Kong, Macao and Taiwan Pass for the first time. When you apply, the Public Security Bureau endorses by default.

The exit-entry administration department of the public security organ shall issue an application for endorsement within 7 working days after accepting it respectively. Due to local traffic inconvenience or special circumstances, the issuance time can be extended to 20 working days with the approval of the exit-entry administration department of the provincial public security organ.

The exit-entry administration department of the public security organ shall, in accordance with the relevant provisions of the state on exit-entry administration, issue a pass or endorsement to and from Hong Kong and Macao at the place where the non-resident accounts are located.

At the same time, you can apply for endorsements to Hong Kong and Macao respectively. If you only go to Hong Kong, you have to apply for a Hong Kong endorsement; if you only go to Macao, you have to apply for a Macao endorsement. If you go to Hong Kong and Macao at the same time, you must apply for an endorsement from both places.
