Construction of Heshui Reservoir

The flooded area of the reservoir involves 6 villages (groups) such as Heshui, Baipao, Xia Dong, Shuangxi, Cheche and Dadong. New construction and two expansions * * * flooded 6327 mu of cultivated land, with 2288 households 10480 people, and demolished houses1117 rooms. The whole project (including expansion) has completed 664,400 cubic meters of earthwork, stone 1.77 million cubic meters, reinforced concrete 1.598 cubic meters, and the total working days 1.6 1.8 million. The project cost is 2.75 million yuan, including 2.54 million yuan invested by the state and 2 1 10,000 yuan raised by itself (to be paid to 3 yuan according to the land benefit per mu).

After the expansion, the height of the main dam is increased to 2 1.5m, the dam length is increased to 700m, and the width of the dam crest is still 7m. The breakwater wall is built, and the slope is protected by dry masonry, and a 2m-wide platform is set for the back slope at the elevation of133.50m.. The slope above the platform is 1:2.5, and below it is 1:2.75. A 5-meter-high shuttle-shaped cylindrical filter layer is built at the foot of the dam, and the junction with the original filter layer is diverted by culvert. The spillway gate is16.6m long from the back, and the spillway gate, portal frame and workshop of water conveyance culvert are correspondingly heightened, and the gate is changed to steel plate. After the expansion, the number of auxiliary dams has increased to 14, with a total length of 2,560m and a crest width of 5m. In Fuhe Village on the east bank of the reservoir, the elevation of the dam crest is controlled at 1, 4 1m, which is 0.5 m lower than that of the main dam and its auxiliary dam, and it is used as a very temporary overflow dam in case of catastrophic flood.

According to the new design standard of large reservoirs issued by the Central Ministry of Water and Electricity, the standard of Heshui Reservoir is low, which is an unsafe project. 1985 was designed once every 500 years according to the new standard and checked once in 2000. Reported to the province and included in the "Seventh Five-Year Plan" for safety reinforcement.
