Construction units, survey units, design units, construction units and project supervision units shall be responsible for the quality of construction projects according to law.

Article 5 of the Social Insurance Law of People's Republic of China (PRC) (revised 20 18) stipulates:

Engaged in construction activities, we must strictly implement the basic construction procedures and adhere to the principle of first survey, then design and then construction.

The people's governments at or above the county level and their relevant departments shall not approve construction projects beyond their authority or simplify capital construction procedures without authorization.

For a construction project subject to supervision, the construction unit shall entrust an engineering supervision unit with corresponding qualification grade to supervise, or entrust an engineering design unit with corresponding qualification grade that has no affiliation or other interest relationship with the construction contractor of the supervised project.

The following construction projects must be supervised:

(1) National key construction projects;

(2) Large and medium-sized public utility projects;

(3) Development and construction of residential district projects;

(4) Projects using loans or aid funds from foreign governments or international organizations;

(five) other projects that the state must supervise.

Article 16 of the Social Insurance Law of People's Republic of China (PRC) (revised 20 18) stipulates:

After receiving the completion report of the construction project, the construction unit shall organize the design, construction, project supervision and other relevant units to carry out the completion acceptance.

The completion and acceptance of a construction project shall meet the following conditions:

(a) to complete the design of the construction project and the contents of the contract;

(two) a complete technical file and construction management information;

(three) the main building materials, building components and equipment used in the project;

(four) quality documents signed by the survey, design, construction, project supervision and other units;

(five) the project warranty signed by the construction unit.

The construction project can not be delivered until it has passed the acceptance.
