In addition, migrant workers must provide medical certificates to the Russian Ministry of Internal Affairs within 30 days after entering the country to confirm that they are not infected with infectious diseases and drug addiction that pose a threat to others. Foreign citizens who go to Russia as non-staff members and stay for more than 90 days in a year must register their fingerprints and take photos within 90 days from the date of entry.

According to the decree of the Russian Ministry of Internal Affairs, foreign citizens who have registered their fingerprints and photos will get smart cards with electronic data. The card contains the basic information of foreign citizens and the fingerprints of two index fingers (if the index finger cannot be scanned, the fingerprints of the other fingers).

The following persons can be exempted

Citizens of Belarus, children under 6 years old (including children under 6 years old), officials of international organizations, heads of foreign diplomatic missions and consular offices in the Russian Federation, and administrative and technical personnel are exempt from compulsory fingerprint registration, photo taking and medical examination.
