The village director is the person in charge of the villagers' committee and the grass-roots mass autonomous organization of the villagers. According to the relevant provisions of the Organic Law of the Villagers' Committee of the People's Republic of China, it is democratically elected by the villagers of the village, with a term of five years, and can be re-elected. According to the provisions of the Electoral Law of People's Republic of China (PRC), any legal citizen of China who has reached the age of 18 is eligible to be elected as the village director of his village.
The village director is a rural person and belongs to the head of the villagers' committee. The director of the village Committee is not a national cadre, but is legally elected by the villagers in his village. However, the judicial interpretation of the second paragraph of Article 93 of the Criminal Law stipulates that a village committee director who assists the government in the following seven kinds of management work shall be regarded as a national cadre:
1, disaster relief, emergency rescue, flood control, special care, poverty alleviation, immigration, and disaster relief funds and materials management
2. Manage social donations to public welfare undertakings.
3. State-owned land management
4. Management of land acquisition compensation expenses
5. Collecting and paying taxes
6. It is related to family planning, household registration and conscription.
7. Assist other administrative work of the people's government.
As village heads, especially the "leading geese" and pioneers who lead the masses out of poverty and become rich, village cadres must keep up with the situation, strengthen their study, improve their quality and strive to be "four kinds of people";
1. Learn policies and regulations and be a "wise man"
As a village cadre, we should seriously study the Party's principles and policies, accurately understand the spirit of policies, and grasp the connotation of policies, so as to be good at using policies to promote work, solve problems and unite people's hearts, and then turn the Party's policies into direct productive forces to promote development and build new countryside.
2. Learn how to get rich and be a "developing person"
As a village cadre, we should firmly establish the consciousness of taking the lead in getting rich and leading the villagers to get rich, have a strong sense of responsibility to lead the masses to get rich and run towards a well-off society, have the enterprising spirit of suffering first and enjoying later, and have the enterprising consciousness of daring to think, do, try and rush.
3. Learn the principle of doing things and be a "democratic person"
As a village cadre, only with the noble qualities of selflessness, fearlessness, justice and democracy can we convince the cadres and satisfy the masses. Fairness and democracy are the most basic principles of a cadre.
4. Learn the method of benefiting the people and be a "sincere person"
Village cadres should firmly grasp the methods of benefiting the people, often go deep into the homes of the masses, listen to their voices, care about their sufferings, and always take the safety of the masses in mind.
Legal basis:
Article 13 of the Organic Law of Villagers' Committees of the People's Republic of China, regardless of nationality, race, sex, occupation, family background, religious belief, education level, property status and length of residence, villagers have the right to vote and stand for election; However, except those who are deprived of political rights according to law. Before the election of the villagers' committee, the following persons shall register and be included in the list of villagers participating in the election:
(a) the household registration in the village and the villagers living in the village;
(two) the household registration in the village, not living in the village, I said to participate in the village election;
(3) citizens whose household registration is not in the village, who have lived in the village for more than one year, have applied for and agreed to participate in the election by the villagers' meeting or the villagers' representative meeting. Villagers who have registered to participate in the election in the village where their household registration is located or in the village where they live shall not participate in the election of villagers' committees in other places.
