Regulations of Guangxi Zhuang Autonomous Region on Population and Family Planning (revised in 2004)

Fifteenth couples who meet one of the following conditions, upon their own application, the unit or the township (town) people's government, the city street office, and the approval of the population and family planning administrative department of the people's government at the county level, can arrange to have a second child:

(a) the first child is diagnosed as a non-hereditary disease and disability by the medical appraisal organized by the administrative department of population and family planning of the city divided into districts and cannot grow into a normal labor force;

(two) one of the husband and wife is above class II, or both husband and wife are disabled revolutionary servicemen with class II or above;

(3) Both husband and wife are only children;

(four) one of the husband and wife is the only child of the martyr;

(five) one of the remarried couples has only one child, and the other does not.

Article 16 The woman in the husband and wife belongs to the agricultural population. In addition to the provisions of Article 15 of these regulations, if one of the following conditions is met, the second child may be arranged after the examination of the township (town) people's government and the approval of the population and family planning administrative department of the people's government at the county level:

(a) there is only one girl;

(two) the man married and settled in a family with a daughter and no children (if there are more than one person in the woman's family, only one of them will be arranged);

(3) The population and family planning administrative department of the local people's government at or above the county level has organized medical experts to conduct medical appraisal and diagnosis, and only one of the brothers has fertility;

(four) settled in a village within five kilometers of the border, held a border resident card, and lived continuously 10 years or more.

Article 17 The provisions of Article 16 of these Regulations shall not apply to cases where one of the spouses is an agricultural population and one of the following circumstances exists:

(a) has been divorced from agricultural production, working and living in cities and towns for more than five years, and has a fixed residence and economic income;

(two) holding a two-child birth certificate, not pregnant, and it has been three years since agricultural registered permanent residence became a non-agricultural registered permanent residence.
