I. General requirements

Accelerate the implementation of the electricity upgrading project for remote farmers and herdsmen, fill the shortcomings of power infrastructure in rural and pastoral areas, further improve the production and living standards of remote farmers and herdsmen, improve the quality of life and happiness index, and lay a solid foundation for building a well-off society in an all-round way.

Second, the implementation principle

-Policy guidance and classified guidance. Actively guide the production and life of grazing areas, development zones and users included in the relocation plan of governments at all levels, and strive to move to the power grid coverage area according to the policy without upgrading. Users in ecologically fragile areas do not extend power supply through the power grid in principle.

-adjust measures to local conditions and combine far and near. Users who can solve the power supply conditions through power grid extension, ensure the quality of power supply and have no low voltage problems are included in the power grid project; For users who have not been connected to the power grid in recent years, the new energy household system will be upgraded on a voluntary basis.

-Upgrading and unifying standards as needed. In principle, each settlement where herdsmen live for a long time only provides a new energy household system upgrade, and no short-term grazing sites are arranged. According to the principle of meeting the needs of life and simple production, and meeting the needs of production and life, the upgrade standards of new energy household systems are determined to be 2 kW and 3 kW.

Power grid construction funds are raised by Inner Mongolia Electric Power (Group) Company and State Grid East Inner Mongolia Electric Power Company. 2 kilowatts of new energy household system upgrade funds by the autonomous region, Union City, counties (cities, districts) and users to bear. The funds exceeding the capacity of 2 kilowatts shall be solved by the user.

Three. Construction tasks, capital requirements and progress

The investment of 2 kW capacity is raised by the autonomous region, union city, county (city, district) and farmers and herdsmen according to the proportion of 40%, 35%, 10% and 15%, and the investment exceeding 2 kW capacity is raised by users themselves. The self-raised part of the users who are included in the precise poverty alleviation target of the autonomous region is the responsibility of the Union City.

Fourth, safeguard measures.

(1) Strengthen organization and implementation. The power supply upgrading project in remote farming and pastoral areas is organized by the autonomous region in a unified way, and implemented by all allied cities and power grid enterprises. The main bodies responsible for the power grid project are the Union Administrative Office, the Municipal People's Government and power grid enterprises, and the main bodies for implementation are Inner Mongolia Electric Power (Group) Company and State Grid East Inner Mongolia Electric Power Company. The main body of responsibility and implementation of the new energy household system project is the Union Administrative Office and the Municipal People's Government. Development and reform (energy), housing and urban construction, forestry, land and resources, environmental protection and other departments should give support and priority in the approval of power grid projects and the handling of preliminary procedures. Union city is responsible for the coordination of land acquisition, demolition and compensation for farmers and herdsmen involved in power grid projects.

(2) Preparation of the implementation plan. Municipalities in the Union shall, jointly with power grid enterprises, conduct household surveys one by one to understand the electricity demand of farmers and herdsmen and their willingness to upgrade, and on this basis, establish an upgrade ledger and report it to the Energy Bureau of the autonomous region for the record. The funds for the construction of new energy household systems are calculated by governments at all levels according to the proportion of commitment, and are included in the annual budget to be guaranteed, and the funds needed for the implementation of the 20 17 project are organized as soon as possible. Counties (cities, districts) should sign relevant agreements with users who plan to upgrade, and specify the capacity to be upgraded, the investment amount of users and the payment period.

(4) Strengthen technical support. United City entrusts relevant scientific research institutions as technical support units for the construction of new energy household system engineering, puts forward a reasonable scenery configuration scheme according to resource conditions and different users' needs, conducts research from aspects of improving equipment automation control level, facilitating operation and ensuring equipment operation life, and puts forward the most advanced standards for bidding according to the requirement that replacing primary batteries can meet the demand of 10 year. In order to facilitate users to upgrade themselves, the inverter capacity is uniformly configured according to 3 kW.

(5) Strengthen supervision and management. Strengthen the follow-up audit of project construction and supervise the whole process of project construction, including equipment procurement, project management, construction quality, fund management and use. After the completion of the project, each union city shall organize relevant departments to conduct project acceptance in conjunction with power grid enterprises, form a completion acceptance report and submit it to the Development and Reform Commission, the Finance Department and the Audit Office of the autonomous region.

(6) Do a good job of post-maintenance. Do a good job in training new energy users and post-maintenance management. United City is responsible for training users in the process of project implementation, printing unified and standardized operation and use guides and distributing them to users. The later maintenance adopts market-oriented mode, and the maintenance subject is determined through bidding. The source of maintenance funds, maintenance mechanism and maintenance subject will be defined separately in the autonomous region.
