Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and administrative regulations and in the light of the actual situation of this province in order to standardize the work of poverty alleviation and development in rural areas, promote the poverty-stricken people in rural areas to get rich, and accelerate the economic and social development in rural poverty-stricken areas. Article 2 These Regulations shall apply to rural poverty alleviation and development and its management activities within the administrative area of this province.

The term "rural poverty alleviation and development" as mentioned in these Regulations refers to the activities of state organs, all walks of life and individuals to help rural poor areas and poor people improve their development ability and achieve poverty alleviation. Article 3 Rural poverty alleviation and development should adhere to the development-oriented poverty alleviation policy and follow the principles of government-led, accurate poverty alleviation, self-reliance, social assistance and joint efforts. Article 4 The main targets of rural poverty alleviation and development are the rural population who meet the national rural poverty alleviation standards and have the ability to work.

The administrative department of poverty alleviation and development of the people's government at the county level shall establish a confirmation mechanism for rural poverty alleviation and development objects and implement dynamic management.

The township (town) people's government shall investigate, verify and publicize the rural poverty alleviation and development objects preliminarily confirmed by the villagers' committee, and report to the administrative department of poverty alleviation and development of the people's government at the county level for approval and promulgation. Article 5 The main scope of rural poverty alleviation and development includes concentrated contiguous areas with special difficulties, poverty-stricken counties, poverty-stricken villages and poor households.

The determination and adjustment of the specific scope of rural poverty alleviation and development shall be drawn up by the provincial administrative department of poverty alleviation and development and submitted to the provincial people's government for approval. Sixth rural poverty alleviation and development should establish a poverty exit mechanism in accordance with state regulations. The provincial administrative department in charge of poverty alleviation and development draws up poverty alleviation plans, annual plans and implementation measures, and submits them to the provincial people's government for approval.

Poverty-stricken counties, poverty-stricken villages and poor households enjoy poverty alleviation policies in accordance with the relevant provisions of the state and this province to ensure stable poverty alleviation. Article 7 People's governments at or above the county level shall formulate rural poverty alleviation and development plans, incorporate rural poverty alleviation and development into national economic and social development plans, implement the target responsibility system for rural poverty alleviation and development, establish a deliberation and coordination mechanism, and take overall responsibility for rural poverty alleviation and development.

The township (town) people's government is responsible for the specific work of rural poverty alleviation and development within its administrative area, and is equipped with personnel suitable for the task of poverty alleviation and development. Eighth people's governments at or above the county level shall be responsible for the overall coordination, organization, promotion, supervision and inspection of rural poverty alleviation and development within their respective administrative areas.

Other administrative departments shall, in accordance with their respective responsibilities, do a good job in rural poverty alleviation and development. Article 9 The people's governments at or above the county level shall establish an incentive mechanism for poverty alleviation and development in rural areas, encourage poverty alleviation targets to achieve stable poverty alleviation through efforts, and encourage all sectors of society to actively participate in poverty alleviation and development in rural areas. Chapter II Measures for Poverty Alleviation and Development Article 10 The people's governments at or above the county level shall organize and implement special poverty alleviation, industrial poverty alleviation and social poverty alleviation in accordance with the requirements of accurate support targets, accurate project arrangement, accurate use of funds, accurate measures for households, accurate dispatch of villagers and accurate poverty alleviation results. Article 11 The relevant departments of the people's governments at or above the county level shall take special poverty alleviation measures, such as developing characteristic industries, skills training, employment and entrepreneurship, relocation, housing projects, income from assets, replacing relief with work, prospering the border areas and enriching the people, and transforming poor villages, to improve the production and living conditions in poor areas and improve the self-development ability of poor people. Article 12 The relevant departments of the people's governments at or above the county level shall, in combination with the characteristics of the industry, incorporate rural poverty alleviation and development into the industry planning, give priority to ensuring the demand for funds, projects, technologies and services in poverty-stricken areas, give priority to arranging key projects and projects in poverty-stricken areas that meet the requirements, and give priority to approving industrial projects in poverty-stricken areas. Article 13 People's governments at or above the county level and their relevant departments shall formulate preferential policies and measures, strengthen infrastructure construction in rural poverty-stricken areas such as transportation, water conservancy, electric power, communications, postal services and information networks, improve basic public services in poverty-stricken areas such as education, culture, medical and health care, social security and environmental protection, and increase comprehensive financial support for poverty alleviation. Fourteenth state organs, institutions, people's organizations, state-owned and state-controlled enterprises. We should implement the designated responsibility system for poverty alleviation, formulate assistance measures, perform assistance duties, and send people to villages to carry out poverty alleviation work.

The people's governments at or above the county level and their relevant departments shall support and cooperate with the central state organs, enterprises and institutions and economically developed areas to carry out fixed-point assistance and counterpart assistance.

The relevant administrative departments in charge of finance and taxation shall implement the tax reduction and exemption policy according to law, and encourage and support private enterprises, non-governmental organizations and individuals to carry out activities such as science and technology promotion, talent introduction, talent training, labor export, e-commerce and trade circulation in poor areas. Fifteenth people's governments at or above the county level and their relevant departments shall formulate policies and measures to encourage international exchanges and cooperation in the field of poverty alleviation and development, and introduce foreign capital and technology to participate in rural poverty alleviation and development according to law. Article 16 The people's governments at or above the county level shall incorporate the special financial poverty alleviation funds and necessary working funds into the fiscal budget at the same level, gradually increase the investment in special financial poverty alleviation funds, and increase the financial transfer payments and construction funds for poverty-stricken areas.

The special poverty alleviation funds arranged by the provincial finance every year are not less than 30% of the special poverty alleviation funds invested by the central finance. Seventeenth people's governments at or above the county level shall encourage and guide financial institutions to provide credit support for the construction of rural poverty-stricken areas and grassroots financial service outlets, and support the development of village banks, small loan companies and characteristic agricultural insurance.
