In the early 1990s and early 2000, Chenzhou City built Jiang Xiaodong Water Diversion Project and He Shan Water Diversion Project respectively. With the advancement of urbanization in Chenzhou, the original waterworks can no longer meet the needs of development.

Among them, the first stage of Dongjiang Water Diversion Project has a designed daily water conveyance capacity of 300,000 tons, including intake tunnel, water purification plant and water conveyance pipeline. The project has overcome many technical problems.
