The State Council Three Gorges Project Construction Committee Office has an internal organization.

According to the main responsibilities of the State Council Three Gorges Project Construction Committee Office (the State Council Three Gorges Project Construction Committee Three Gorges Project Inspection Office), there are 9 functional divisions (bureaus) under the office:

(1) General Department (Letters and Calls Office)

Organizing the drafting of draft regulations and meeting documents related to the construction of the Three Gorges Project;

Responsible for government affairs such as policy research, conference organization, message management, secretarial affairs, confidentiality and file management;

Put forward the internal and external propaganda caliber of the Three Gorges Project, release important information of the Three Gorges Project to the outside world, and coordinate major publicity activities of the Three Gorges Project;

Responsible for the construction of government informatization; Personnel work of cadres in management organs and directly affiliated units;

Responsible for the reception and handling of people's letters and visits;

Organize and coordinate the cooperation and exchanges between the Three Gorges Project and foreign government agencies and organizations, and manage the foreign affairs of organs and related units.

(2) Capital Planning Department

Supervise the total control of the investment budget of the Three Gorges Project, and organize the implementation of investment control risk analysis;

Review the reserve fund project and investment balance use project plan and annual investment allocation that need to be approved by the the State Council Three Gorges Project Construction Committee;

Coordinate and balance the investment plan and progress of the Three Gorges Project; Arrange the annual large-scale immigration plan and supervise its implementation;

To study and put forward the financing policies and plans for the Three Gorges Project and coordinate their implementation;

Responsible for financial management and immigration statistics of resettlement funds in the Three Gorges reservoir area;

Participate in coordinating the management system of the Three Gorges Project.

(3) Immigration Planning Department

Manage the relocation and resettlement of immigrants in the Three Gorges reservoir area;

Supervise the implementation and adjustment of the relocation and resettlement plan of the Three Gorges reservoir area, and promote the economic development and social stability of the Three Gorges reservoir area;

Manage the construction and supervision of the Three Gorges resettlement project, resettlement scientific research, cultural relics protection, environmental protection and geological disaster management in flooded areas and relocation areas arranged in the resettlement budget funds, and participate in coordinating the prevention and control of geological disasters in the Three Gorges reservoir area.

(4) Technology and Equipment Department

Organize and coordinate the major revision of the preliminary design scheme of the Three Gorges Project and controversial technical issues;

Contact the supervision and management of the construction quality, equipment quality and construction safety of the Three Gorges Project, and contact the relevant work of the Three Gorges Project Quality Inspection Team;

Coordinate the scientific and technological research, autonomy (localization) and international bidding of high-tech and major equipment of the Three Gorges Project;

To study and coordinate the operation management system of the Three Gorges Project and the comprehensive dispatching scheme for flood control, power generation and shipping of the Three Gorges Project.

(5) Department of Economic and Technical Cooperation

To study and put forward policy suggestions and specific measures for relevant provinces, municipalities, autonomous regions and relevant departments of the central government to support the Three Gorges reservoir area, and to organize, coordinate and promote the post-resettlement support work in the Three Gorges reservoir area;

Promote the development of efficient ecological agriculture in the Three Gorges reservoir area and promote the adjustment of rural industrial structure in the reservoir area; To study and put forward the management measures for the relocation of industrial and mining enterprises in the Three Gorges reservoir area and the opinions on the arrangement of annual planned funds, and assist relevant departments to do a good job in the structural adjustment of the relocation of industrial and mining enterprises in the Three Gorges reservoir area;

Assist relevant parties to introduce domestic and foreign capital and technology for the Three Gorges reservoir area.

(6) Foreign Immigration Coordination Department

To study and put forward policy suggestions and related management measures for the resettlement work of the Three Gorges Project;

Coordinate the resettlement plan, prepare the annual resettlement plan, and guide and supervise the implementation;

Coordinate and deal with relevant issues in immigration work.

(7) Reservoir management department

To study and put forward the management system of the Three Gorges Reservoir and coordinate the management of the Three Gorges Reservoir during the construction of the Three Gorges Project;

To study and put forward policy suggestions on the management of water, soil (including water-level fluctuation zone) and shoreline resources of the Three Gorges Reservoir and the support in the later stage of resettlement;

Participate in coordinating the ecological construction, environmental protection and sediment research in the Three Gorges reservoir area, and specifically organize the ecological environment monitoring of the Three Gorges Project and the scientific and technological research on ecological construction and environmental protection outside the dam arranged by the budgetary estimate of the Three Gorges Project;

Participate in the study of dam overturning scheme and compensation scheme during the suspension of the Three Gorges Project.

(8) Inspection department

Responsible for organizing the inspection of the Three Gorges Project, power transmission and transformation project and resettlement project, putting forward inspection reports, and supervising and inspecting the implementation of rectification opinions; Responsible for organizing and coordinating the phased acceptance of the Three Gorges Project.

(9) Supervision Bureau

Organize and coordinate Hubei Province, Chongqing Municipality, resettlement provinces and municipalities directly under the Central Government to supervise and inspect the use and management of resettlement funds for the Three Gorges Project;

Responsible for the party's work style and clean government construction of organs and related units.

Responsible for the internal audit of financial affairs of organs and directly affiliated units.

Party committees of government agencies are responsible for the party-mass work of government agencies and units directly under Beijing.
