sims 3 prevents npc from moving out of other cities in this way:

1. Turn on the equipment and enter the game sims 3.

2. Go to the main page of the game, open the control panel in the lower left corner and select options.

3. Remove the check box and click OK to upgrade, move and get married NPC.
